Job summary

South Carolina Department of Social Services is seeking a Fiscal Technician I to perform complex financial and accounting duties for the Marlboro County office. The role includes managing transactions, preparing financial reports, and maintaining audit trails in strict accordance with state policies.

The position requires a High School Diploma or higher, knowledge of accounting practices, and the ability to operate within a team to support staff with expenditures, procurement, and travel

Responsibilities

  • Perform complex financial and accounting duties for the county office, including transactions for all operating accounts and generate financial summaries and audit-ready records.
  • Maintain organized, secure audit trails of financial records and support compliance with policies.
  • Screen transactions for accuracy and proper authorization; advise staff on expenditure requests to ensure policy compliance.
  • Build and maintain spreadsheets tracking allocation and expenditure of funds; coordinate accounting matters for audits and inquiries.
  • Procure office supplies and equipment in compliance with state laws; manage requisitions, orders, and inventory.
  • Review and process routine accounts payable/receivable and staff travel reimbursements.
  • Coordinate the agency vehicle fleet; ensure vehicles are safe, maintained, and efficiently used.
  • Protect PII and safeguard agency networks and data; participate in emergency/disaster services as directed.

Job Duties
  • The Fiscal Technician I performs complex financial and accounting duties for the county office, including financial transactions for all county operating accounts. Prepares and maintains all necessary financial summaries and statistical reports for the agency. Maintains appropriate records for audit purposes.
  • Performs all complex financial and accounting functions for the county office, which includes all incoming funds and all disbursements and expenditures. Maintains an organized, secure, and compliant audit trail of all financial records.
  • Screens all financial transactions and expenditure requests for accuracy, proper authorization, and adherence to all state and agency financial policy, procedure, and guidelines. Assists and advise staff regarding expenditure requests to ensure compliance with financial policies.
  • Build and maintains custom spreadsheets for tracking the allocation and expenditure of Independent Living funds. Acts as liaison for the agency on all accounting and financial matters and is responsible for the collection, compilation and reporting of information for audit and inquiry processes. Processes year-end and other reports as requested.
  • Procures office supplies, furniture, and equipment in strict compliance with state procurement laws, regulations, spending thresholds, and agency policies. Prepares and maintains records of purchases requisitions and purchases orders. Controls agency supply and equipment inventory. Distributes supplies. Responsible for equipment maintenance, repairs, and servicing.
  • Reviews, reconciles, and/or processes routine accounts receivable and payable invoices. Prepares, reviews, and processes staff travel requests and reimbursements.
  • Serves as agency Vehicle Coordinator. Manages the day-to-day operations of the agency's state fleet vehicles. Ensures all vehicles are safe, properly maintained, and efficiently used.
  • Ensures that personal identifying information (PII) is properly used, accessed, gathered, shared and disposed. Protects the agency networks and applications by safeguarding systems, equipment and data.
  • Performs emergency disaster management services to include American Red Cross sheltering duties and other emergency shelter services as directed. Participates in DSNAP as required.
  • Retrieves daily mail from the post office. Processes outgoing regular and certified mail. Provides operational backup for internal office needs, including administrative staff, Business Manager, and front desk coverage. Performs additional duties as requested to maintain office services to the community and within the agency.
