Summary Statement

DHSS is consolidating fiscal, grants, contracting and procurement sections across the agency under the Office of the Secretary. The incumbent will be responsible for the day-to-day supervision of staff and operations overseeing the fiscal unit supporting DSAAPD, DHCI. This position will monitor and be responsible for the daily workflow and tasks, such as reconciliation of transactions/accounts, reviewing transactions to ensure compliance with required documentation, codes, signatures, and rules/regulations, recording financial transactions to various financial information systems, interact with the public and private sector to provide or obtain information, compile information and develop reports, and monitors balances and reports discrepancies.

Essential Functions

  • Reviews and analyzes financial transactions and records to determine accuracy and monitors adherence to agency budget, applicable agreements, grants, or contracts, as well as state or federal laws, rules, and regulations.
  • Analyzes, reconciles, and consolidates data to the general ledger from journals, records, and documents; takes trial balances and makes corrections, updates, and adjustments to bring funds into balance and maintains an audit trail.
  • Reviews financial transactions, classification and codes to ensure accuracy and recommends changes.
  • Maintains internal controls and applies accounting principles, practices, and standards.
  • Provides advice and technical guidance on matters in assigned fiscal function(s).
  • Compiles, analyzes and prepares a variety of statements and reports of financial health utilized in financial, budget, and personnel planning.
  • Researches and provides data, reports and other documentation to state, federal and independent auditors and for other requests for financial information.
  • Uses commercial and proprietary automated information systems and computer software to research, review, evaluate, and report on financial data.
  • Delivers excellent customer service to internal and external customers and the public in person, electronically, or by written communication.
  • Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.
  • May be responsible for purchasing, disbursement, and inventory of equipment and supplies.
Job Requirements
  • Three years’ experience in analyzing financial problems, developing alternatives, recommending and advising management on solutions.
  • One year of experience in assembling, analyzing and interpreting financial and accounting data and preparing comprehensive financial reports.
  • One year of experience in budget management and control such as managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
  • Six months' experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.

All new hires are required to report to the Statewide New Employee Orientation (SNEO) on their first day of employment. Sessions are held at designated locations in Kent or New Castle County.
