Job summary

City of Raleigh is seeking a fiscal leader for the parking division to develop and monitor budgets, forecast financial trends, prepare detailed financial reports, and manage division contracts.

You will supervise one staff member, advise leadership on financial impacts, ensure policy compliance, and optimize resource allocation to support city operations and public services.

Qualifications

• Bachelor's degree in business, accounting, finance, or related field.
• 3–5 years' experience in financial analysis, budgeting, data analysis, or related field.
• Equivalent combination of training and/or experience may be substituted.

Responsibilities

• Coordinate budget management for assigned areas, including transfers and amendments and preparing analyses.
• Perform analyses, reviews, and audits to ensure accuracy and compliance; provide summaries and recommendations.
• Respond to inquiries regarding finance/procurement processes and provide budget/spending analysis to stakeholders.
• Monitor fiscal accounting procedures, identify discrepancies, and coordinate issue resolution with staff and vendors.
• Oversee division contracts, drafting agreements and managing contract administration.

• Coordinates budget management for assigned areas of responsibility; processing budget transfers and amendments, creating budget spreadsheets, and providing usage and needs analysis for management and unit supervisors

• Performs analysis, reviews and/or audits of financial information to ensure accuracy and compliance with applicable policies, procedures, regulations and requirements. Provides summary reporting and prepares recommendations based on findings

• Responds to inquiries regarding finance/procurement processes. Provides information and analysis of departmental budget and spending, as requested by internal and external stakeholders

• Monitors and administers fiscal accounting procedures, processes, transactions and/or system interfaces. Identifies discrepancies, variances and financial irregularities; performs reconciliations; analyzes issues, and recommends and coordinates problem resolution with staff, vendors and/or other operational stakeholders

• Oversees all division contracts, including drafting new agreements, tracking existing contracts, and managing overall contract administration

Education and Experience

Bachelor's Degree in Business Administration, Accounting, Finance, or related field; 3 to 5 years' experience in financial analysis, budgeting, data analysis, or a related field

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted
