Position Summary

The Fiscal Affairs Manager for the Office for Student Success and Achievement leads the office's business operations and strategy, developing strategic solutions that support business success across the division. This individual directs the use and monitoring of complex financial accounts to ensure compliance and maintains balance throughout each account's life cycle. The Manager supervises business office staff to ensure adherence to University of Georgia policies, procedures, and deadlines, guides the creation, distribution, and analysis of financial reports for key stakeholders, and manages HR processes including payroll, leave, time approvals, and transaction creation. The role provides guidance to the Director on HR-related matters such as personnel changes, payroll, position funding, and performance evaluations.

Responsibilities
  • Create, project, and record fiscal year budgets; perform monthly budget reviews and document results for the Office for Student Success and Achievement.
  • Facilitate the annual Budget Planning and Salary Setting process.
  • Supervise business office staff and ensure all University of Georgia policies and procedures are followed and established deadlines are met (expenditures, records, payroll, sponsored projects, P‑Card, and other financial activities).
  • Manage complex grant budgets, purchasing, accounts payable, and accounts receivable (invoicing).
  • Prepare financial statements and required monthly reports, both detailed and summary, for all funding sources; track expenditures against allocated funds and report monthly.
  • Approve departmental financial expenditures.
  • Attend monthly VPI financial workshops.
  • Recruit, onboard, and supervise staff members to ensure effective team performance and compliance with University of Georgia policies and procedures.
  • Provide mentorship and support to staff, enhancing the management of finance, human resources, and business operations.
  • Build and maintain strong relationships with internal and external stakeholders, including OSSA faculty and staff, the Office of Instruction, and UGA Finance & Administration.
  • Contribute to the implementation of strategic planning and program assessment to enhance work and align with OSSA institutional goals.
  • Attend Leadership Team meetings to engage in strategic discussions and contribute to organizational priorities.
  • Guide the completion of all HR functions, including payroll processing, leave requests approvals, and annual review processes, and maintain personnel files.
  • Create Salary Action, Supplements, and Special Pay salary requests and confirm forms are complete prior to director's review and approval.
  • Provide guidance to supervisors around human resources, review employee contracts, and facilitate the annual performance review process.
  • Assist the director and leadership team with hiring, onboarding, restructuring, compensation, employee relations, and compliance with institutional policies and procedures.
  • Initiate, review, and approve UGAJobs actions as needed.
  • Support the Director and Leadership Team by monitoring and evaluating work methods and performance, procedures, and plans, including long‑range financial planning.
  • Work collaboratively with the IT manager on inventory management, IT support, and space management.
  • Engage in and support OSSA, UGA, and external committees, presentations, and events.
  • Attend administrative meetings and participate in professional development.
  • Assist with new and emerging work projects assigned by the supervisor.
  • Driver required; responsibilities include driving to perform job‑related duties.
  • Standard office environment; occasional campus travel for material distribution and meetings.
  • Security access to public safety, IT security, personnel records, and other secure areas.
Qualifications
  • Bachelor's degree in a related field or equivalent plus 10 years of professional experience, including 3 years of supervisory experience.
  • Ability to develop, project, and manage complex budgets across multiple funding sources with high accuracy.
  • Skill in preparing, analyzing, and communicating financial data to support planning, compliance, and decision‑making.
  • Strong understanding of University of Georgia financial, HR, and administrative policies and the ability to ensure consistent compliance.
  • Ability to recruit, supervise, and develop staff while fostering accountability, collaboration, and high performance.
  • Strong organizational skills with the ability to prioritize work, manage multiple deadlines, and maintain efficient operations.
  • Strong written and verbal communication skills.
  • Ability to work independently while maintaining a service‑focused mindset.
  • Experience with HR processes, payroll, and administrative operations, preferably within an academic or higher‑education environment.
  • Ability to assess issues, manage competing priorities, and develop practical, effective solutions.
  • Ability to work effectively as a member of a team and build strong relationships across departments and with external partners.
  • Advanced Microsoft skills, including Word (spell & grammar check, create/modify styles, tables, insert images and objects, manipulate file formats), Excel (formulas, multiple sheets, formatting, printing, mail merge), PowerPoint (create and update presentations), Outlook (calendar entries and contacts).
  • Confidentiality: Demonstrate independent judgment and discretion with confidential information.
  • Travel and driving experience, with availability to drive for job‑related duties.
