Fiscal Affairs Manager

Position Information:

  • Posting Number: S15376P
  • Department: VPI-Office for Student Success
  • Classification Title: Business Services Manager
  • Employment Type: Employee – Full Time (FTE 1.00)
  • Work Schedule: Monday‑Friday, 8:00 a.m. – 5:00 p.m.; occasional evening/weekend hours as needed
  • Observing Health & Safety: Standard office environment; campus travel; driving duties
  • Position is of Trust, has access to financial resources; a credit check is required

Minimum Qualifications:

  • bachelor’s degree in a related field or equivalent plus 10 years of professional experience, including 3 years of supervisory experience

Preferred Qualifications:

  • Experience in high‑level financial management, budgeting, and grant administration
  • Strong knowledge of UGA financial, HR, and administrative policies
Responsibilities
  • Financial Duties (40%)
    • Create, project, and record fiscal year budgets; perform monthly budget reviews and document results
    • Facilitate the annual budget planning and salary setting process
    • Supervise business office staff and ensure adherence to UGA policies and deadlines
    • Manage complex grant budgets, purchasing, accounts payable, and accounts receivable
    • Prepare financial statements and required monthly reports for all funding sources
    • Approve departmental financial expenditures
    • Attend monthly VPI financial workshops
  • Supervision + Leadership (25%)
    • Recruit, onboard, and supervise staff; provide mentorship and support
    • Build and maintain relationships with internal and external stakeholders
    • Contribute to strategic planning and program assessment
    • Attend leadership team meetings to engage in strategic discussions
  • Human Resources + Payroll (25%)
    • Guide completion of payroll processing, leave requests, and annual review process
    • Maintain personnel files and coordinate staff searches as needed
    • Create salary actions, supplements, and special pay requests; track workflow
    • Assist in HR matters such as hiring, onboarding, compensation, employee relations, and compliance
    • Initiate, review, and approve UGAJobs actions
  • Cross‑Functional Support & Special Projects (10%)
    • Monitor and evaluate work methods, procedures, and plans, including long‑term financial planning
    • Collaborate with IT manager on inventory management, IT support, and space management
    • Engage in OSSA, UGA, and external committees, presentations, and events
    • Attend administrative meetings and participate in professional development
    • Assist with emerging work projects assigned by supervisor
Knowledge, Skills, Abilities & Competencies
  • Develop, project, and manage complex budgets across multiple funding sources with high accuracy
  • Prepare, analyze, and communicate financial data to support planning and compliance
  • Strong understanding of UGA financial, HR, and administrative policies
  • Recruit, supervise, and develop staff while fostering accountability and high performance
  • Strong organizational skills; prioritize work; manage multiple deadlines
  • Excellent written and verbal communication; clearly convey information to stakeholders
  • Work independently with a service‑focused mindset
  • Experience with HR processes, payroll, and administrative operations in an academic environment
  • Assess issues, manage competing priorities, and develop practical solutions
  • Build and maintain strong relationships with internal and external partners
Advanced Microsoft Skills
  • Word – spell/grammar check, style and table manipulation, document formatting, file format conversion
  • Excel – formulas, multiple sheets, formatting, printing, mail merge with data source
  • PowerPoint – create and update presentations
  • Outlook – calendar entries and contacts
Confidentiality
  • The employee will use independent judgment and discretion with confidential information
Physical Demands & Other Requirements
  • Standard office environment; campus travel; driving duties
