Navy Exchange Service Command is seeking a Financial Systems Operations Lead to guide the organization through transitions and modernization efforts, ensuring minimal disruption and aligned adoption across functions.

The role coordinates change management activities, communicates strategic goals, and supports system upgrades, training, and readiness. Qualified candidates must be U.S. citizens and possess strong collaboration with business and technical teams.

Qualifications

• Three (3) years of general experience in administrative, analytical, technical, operational, financial, or program management roles.
• Education substitution: 1 year of study can replace 9 months of experience, up to a bachelor’s degree.
• Four (4) years of specialized experience in change management, system implementation, and stakeholder engagement.
• Experience coordinating with business users, leadership, technical teams, and vendors.

Responsibilities

• Plan, develop, and execute change management strategies for financial system transitions.
• Facilitate cross-functional communication to ensure awareness and alignment of system changes.
• Develop and disseminate communications explaining changes, impacts, and benefits.
• Maintain stakeholder relationships to support adoption and implementation efforts.
• Promote understanding of financial systems to support effective use.
• Act as liaison between business units, end users, and system stakeholders.
• Manage product backlog and release planning to reflect business needs.
• Translate requirements into actionable backlog items and prioritize feedback.
• Lead and support UAT, including test planning, execution, and validation.
• Develop training materials, user guides, and readiness resources.
• Provide ongoing user support and issue coordination with support teams.
• Foster adoption of new functionality through engagement and communication.
