UNDERSTANDING AND PROTECTING THE PLANET SINCE 1903
The Scripps Institution of Oceanography (SIO) at UC San Diego is one of the oldest, largest, and most important centers for ocean and Earth science research, education, and public service in the world. SIO operates three major seagoing research vessels that conduct physical, chemical, biological, geological, and geophysical studies of oceans worldwide. The operational headquarters for the SIO fleet is the Nimitz Marine Facility, a six-acre campus located in Point Loma at the entrance to San Diego Bay. The facility includes piers, machine shops, warehouses, and administrative offices for SIO Ship Operations & Marine Technical Support (SOMTS). As a member of the University-National Oceanographic Laboratory System, SIO operates research vessels that serve a broad community of ocean and Earth scientists, contributing at local, national, and international levels to improve the support available to seagoing researchers.
Under the supervision of the Senior Financial Analyst, the Financial Services Specialist is responsible for the day-to-day fiscal activities associated with the business administration of Ship Operations & Marine Technical Services (SOMTS). The incumbent performs a variety of duties related to account management in accordance with University policy and sponsor guidelines. Responsibilities include making policy and procedure-based recommendations, performing monthly online ledger reconciliations, monitoring expenditures, providing regular financial status reports, independently setting up and maintaining internal bookkeeping systems for monitoring budgetary activities, and delivering complex financial analysis and reporting. The incumbent provides a high level of support to employees who travel both domestically and internationally; processes accounts payable and receivable; and consults with colleagues, vendors, and central campus offices, as needed. The Financial Services Specialist coordinates and audits Purchasing Card and Travel & Entertainment Card transactions, prepares reconciliation reports, follows up on accounting documents, and provides additional assistance as directed by the Senior Financial Analyst and/or the Chief Administrative Officer. Additionally, the incumbent participates in the development of departmental policies and procedures, and engages in problem-solving that requires significant departmental knowledge, as well as experience in purchasing, reconciling travel and expenditures, and general accounting practices.

QUALIFICATIONSWorking knowledge of financial processes, policies and procedures.
Proven ability to comprehend, analyze and reconcile financial data and perform mathematical computations with accuracy.
Strong knowledge of financial data management and reporting systems.
Demonstrated experience in the principles and practices of fund accounting, cost analysis and audit procedures.
Intermediate knowledge and understanding of internal control practices and their impact on protecting University resources.
Proficiency in the use of spreadsheet and database software.
Extensive experience using a variety of computer applications, and web-based accounting systems including but not limited to Windows, MS Excel, MS Word, email and various web browsers. Willingness to learn new applications as required. Experience accurately entering data into an electronic/computer-based system.
Proven ability to organize and prioritize high volume workload to meet a variety of deadlines, manage multiple projects simultaneously, follow through on assignments, maintain flexibility to redirect efforts when priorities change; able to function at a very high level in stressful conditions with frequent interruptions and minimal supervision.
Strong verbal and written communication skills. Demonstrated experience composing and proofreading correspondence, reports and forms. Proven skills to communicate effectively in email and with diverse groups and at all levels of the organization.
Experience providing quality service in a friendly and accommodating manner within the campus community and outside agencies and entities. Ability to provide consultative service to administrative staff and outside vendors.
Must pass a background check.
Must be able to obtain a Transportation Worker Identification Credential (TWIC) through the Transportation Security Administration (TSA).
Occasional overtime may be required.
