Job summary

GVI Inc., a subsidiary of Three Saints Bay, LLC, seeks a Financial Project Manager in Charleston, SC to lead DoD BI, analytics, and program management initiatives supporting NIWC Atlantic. You will manage multi-disciplined teams, budget analyses, and performance reporting to strengthen decision-making and operational readiness.

Required are a BS in Financial Management, DAWIA BUS-FM Level 3 or CDFM certification, and at least 10 years in C4ISR financial management.

Qualifications

• BS degree in Financial Management, Business Management related Curriculum.
• DAWIA Level 3 Business-Financial Management (BUS-FM) Certification or Certified Defense Financial Manager (CDFM).

Lead Mission-Critical Programs Supporting the U.S. Navy Join a team dedicated to advancing the mission of the U.S. Navy by delivering innovative Business Intelligence (BI), data analytics, and program management solutions that directly support Naval Information Warfare Center (NIWC) Atlantic. We are seeking an experienced Financial Project Manager to lead high-impact initiatives that strengthen decision-making, financial management, and operational readiness across the Department of the Navy. This is an outstanding opportunity for a seasoned leader with extensive experience managing complex Department of Defense (DoD) C4ISR acquisition programs, business intelligence initiatives, and multidisciplinary technical teams.

The successful candidate will lead teams responsible for:

• Advanced business and financial analytics
• Enterprise reporting and dashboard development
• Financial reviews and budget analysis
• Metrics development and performance assessments

Program planning and execution Key Responsibilities

• Lead the execution of complex DoD Business Intelligence and analytics programs supporting NIWC Atlantic.

Required Qualifications Education

Experience

• Ten (10) years of direct work experience of C4ISR Financial Management.
• Eight (8) years of direct work experience, to include: design/development, production, installation, and test & evaluation of Financial Management systems.
• Four (4) years as manager of business financial management, to include: o Supervising project personnel and/or team, scheduling work o Writing proposals and/or preparing bids, and experience ordering and/or transporting equipment and material. o Must have knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures o Excellent written and oral communications abilities Experience may be achieved simultaneously

Specific experience

• Ten (10) years of extensive DoD and/or DoN BUS-FM direct work experience, to include: o Application of complex BUS-FM concepts and techniques, as well as strategic knowledge of financial processes. o Expert demonstrated leadership skills in interpreting BUS-FM policies and regulations serving as a leader of teams, supporting customers with interpreting analysis for problem solving or decision support and providing recommendations at a strategic level for BUS-FM products and processes. Experience may be achieved simultaneously.
