Qualifications

• Ten years of direct DoD C4ISR program delivery experience.
• Eight years in design/development, production, installation, and test & evaluation of C4ISR projects.
• Four years as manager of C4ISR products with team leadership and proposal experience.
• Knowledge of FAR and DoD procurement policies and procedures.
• PMI PMP certification or current Defense Acquisition Workforce.
• Excellent written and oral communication abilities.

We are seeking an experienced C4ISR Program Manager to lead high-impact initiatives that strengthen decision-making, financial management, and operational readiness across the Department of the Navy.

About the Program

Our team supports Naval Information Warfare Center (NIWC) Atlantic, the Navy's premier organization for delivering secure and innovative Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) capabilities. As part of this mission, the C4ISR Project Manager will oversee efforts supporting the Business Intelligence Environment (BIE), a mission-critical enterprise platform that integrates business analytics, financial planning, and program management data to provide predictive and prescriptive decision support across NIWC Atlantic.

The successful candidate will lead teams responsible for:

• Advanced business and financial analytics
• Enterprise reporting and dashboard development
• Financial reviews and budget analysis
• Metrics development and performance assessments
• Program planning and execution

Key Responsibilities

• Lead the execution of complex DoD Business Intelligence and analytics programs supporting NIWC Atlantic.

• Monitor program performance using established metrics and provide executive-level reporting.
