Job summary

State of Vermont, Department for Children and Families, seeks a CFO/Financial Director IV to lead all financial activities and staff of 48 across multiple units. Based in Waterbury with hybrid in-office/remote options and some in-state travel, the role partners with SLT and reports on a $700M budget.

The successful candidate will provide strategic financial management, testify on budget matters, and collaborate across programs to drive fiscal outcomes for Vermonters.

Qualifications

  • Master's degree in accounting, business or public administration or a related field.
  • Bachelor's degree in accounting or a bachelor's degree that includes 20 credit hours in accounting and seven (7) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis or related fiscal operations experience including managing a major fiscal program.

Responsibilities

  • Lead all financial activities of the department including operations, planning, budgeting, testifying, and reporting.
  • Supervise senior professionals and oversee a staff of 48 across Analytics, Accounts Payable/Receivable, Grants/Contracts, and Special Projects.
  • Collaborate across programs on a complex $700 million budget and present to public bodies as needed.
  • Occasional travel within state and hybrid in-office/remote work arrangements.

Job description

This position has primary responsibility and accountability for all the financial activities of the department, including operations, planning, budgeting, testifying, and reporting. The Financial Director supervises senior professionals and is ultimately responsible for overseeing a staff of 48 people throughout 4 units: Analytics, Accounts Payable and Receivable, Grants and Contracts, and Special Projects.

The right candidate for this position will serve as a key member of the Senior Leadership Team at DCF, will dig into problems and think creatively, and will collaborate across all departmental programs on a complex, $700 million, budget that impacts services for Vermonters.

While this position is based in Waterbury, there is the opportunity for a hybrid (in office/remote) schedule; there may be some travel, mostly in state.

AHS BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the position. Work is performed primarily in a standard office setting but some travel will require private means of transportation. Duties may require extensive time outside of normal work hours. Incumbent will be expected to attend public meetings and hearings and to testify before the Legislature. A wide diversity of opinion and emotions can be anticipated for which diplomacy and tact will be required.

Minimum Qualifications

Master's degree in accounting, business or public administration or a related field AND four (4) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience including managing a major fiscal program or operation.

OR

Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting and seven (7) years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included managing a major fiscal program or operation.

OR

Three (3) years or more as a Financial Director III with the State of Vermont.

Special Requirements

1) For some positions experience working with VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required. 2) Preference may be given to applicants with experience managing large fiscal operations. 3) For some positions preference may be given to applicants with a master's degree in Public Administration, Business Administration, or other specific degree program. 4) For some positions preference may be given to applicants with a CPA (or similar certification).
