Qualifications

  • Bachelor's degree in accounting or a degree that includes 20 credit hours in accounting and 2+ years of professional accounting or fiscal operations experience.
  • Bachelor's degree in any field with 4+ years of professional level accounting, budgeting or fiscal administration experience.
  • Associate's degree with 6+ years of professional level accounting, budgeting or fiscal administration experience.
  • High School diploma with 8+ years of professional level accounting, budgeting or fiscal administration experience.
  • One year as Financial Administrator III with the State of Vermont.
  • CPA certification is acceptable and may be preferred.

Responsibilities

  • Federal Grants Management: serve as the primary financial contact for assigned federal grants, managing applications, awards, reports, expenditures, and grant records.
  • Coordinate sub-recipient agreements in compliance with state and federal requirements (Vermont Bulletin 5.0, Notices of Award, CFRs).
  • Coordinate with the AHS Federal Revenue team on cash reconciliation and federal expenditure reporting, including SEFA and ACFR requirements.
  • Budget & Financial Analysis and Business Office Support: serve as primary budget analyst for assigned AHS-CO appropriations.
  • Cross-train and provide backup support for budget development, cost allocation, accounting, payroll, agreements, and administrative services.
  • For some positions supervisory or management experience may be preferred.

Overview

The Agency of Human Services Central Office (AHS-CO) is seeking a Financial Manager to support a diverse portfolio of programs, including, but not limited to, SerVermont, Refugee Resettlement, Developmental Disabilities Council, and AHS Field Services.

Key Responsibilities
  • Federal Grants Management
  • Serve as the primary financial contact for assigned federal grants, managing applications, awards, reports, expenditures, and grant records.
  • Coordinate sub-recipient agreements in compliance with state and federal requirements, including Vermont Administrative Bulletin 5.0, Notices of Award, and applicable CFRs.

Minimum Qualifications
  • Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND two (2) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
  • OR Bachelor’s degree in any discipline AND four (4) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
  • OR Associate's degree AND six (6) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
  • OR High School diploma AND eight (8) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
  • OR One year as a Financial Administrator III with the State of Vermont.
  • OR Certification as a CPA.

For some positions preference may be given to applicants with supervisory or management experience.

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
