Job summary

Western Alliance Bancorporation in CityScape is seeking a Financial Control Program Manager to lead regulatory testing and QA across reporting controls. You will oversee risk assessments and conformance testing, guiding staff and reporting results to management.

Collaborating with Accounting, Risk, Treasury, Operations and Data Management, you will enhance data quality, strengthen the control environment, and support regulatory compliance objectives.

Qualifications

  • 5+ years in Internal Controls, Public Accounting, Internal Audit, or similar.
  • CPA preferred; advanced knowledge of SOX, COSO, and FRB reporting.
  • Experience with regulatory reporting and data quality assessments.

Responsibilities

  • Plan, execute, and deliver RRO testing in line with compliance frameworks.
  • Perform risk assessments, conformance, transaction, and control testing.
  • Supervise senior and staff-level team members and review work.
  • Identify issues, assess impact on reporting, and implement corrective actions.
  • Prepare reports on results and present to management and governance committees.
  • Collaborate with Accounting, Risk, Treasury, Operations, and Data Management.
  • Lead or participate in regulatory reporting and QA initiatives.

Job Title: Financial Control Program Manager

Location: CityScape

What you'll do:

The Regulatory Reporting Oversight (RRO) - Financial Control Program Manager is responsible for leading the planning, execution, and delivery of regulatory reporting quality assurance testing in alignment with the company's compliance framework. This role ensures the integrity and accuracy of regulatory reporting through comprehensive risk assessments, conformance reviews, transaction testing, and control evaluations. The RRO Program Manager will oversee, and review work performed by senior and staff-level team members, including the preparation and reporting of test results, project deliverables, and special assignments. Acting as a key liaison, this position interacts frequently with stakeholders across the organization to strengthen the control environment and support regulatory compliance objectives.

  • Manage Testing Cycles: Plan, execute, and deliver RRO test work in accordance with established compliance frameworks and timelines.
  • Risk Assessment & Testing: Conduct risk assessments and perform conformance, transaction, and control testing to evaluate data quality and reporting integrity.
  • Team Oversight: Supervise senior and staff-level employees, providing guidance, reviewing work, and ensuring adherence to RRO standards.
  • Issue Identification & Resolution: Analyze discrepancies, assess impact on regulatory reporting, and collaborate with stakeholders to implement corrective actions.
  • Reporting & Documentation: Assist the Associate Director in preparing and presenting detailed reports on RRO results, findings, and recommendations to management and governance committees.
  • Stakeholder Engagement: Partner with Accounting, Risk, Treasury, Operations, and Data Management teams to address data quality issues and enhance reporting processes.
  • Special Projects: Lead or participate in projects and initiatives related to regulatory reporting and quality assurance.

What you'll need:

  • 5+ years of related experience in Internal Controls, Public Accounting, Internal Audit, or similar field.
  • Bachelor's degree in related field required; Masters or MBA in related field preferred.
  • Previous leadership experience preferred
  • Advanced knowledge of internal control analysis, risk assessment methodologies, Sarbanes-Oxley Section 302/402 and/or FRB reporting requirements, COSO framework, Institute of Internal Auditor (IIA) standards, and/or generally accepted accounting principles.
  • Advanced level knowledge of general banking operations, including deposit operations, loan administration, treasury management and/or other commercial banking products and services.
  • Advanced level knowledge of applicable regulatory and legal compliance obligations, rules and regulations, industry standards and practices.
  • Advanced speaking and writing communication skills and ability to effectively interact with all levels within the Company.
  • Advanced exceptional time management; detail oriented and proficient in Microsoft Office applications. Previous leadership experience preferred.
  • Certified Public Accountant preferred.
  • Occasional travel required.
