StraCon Services Group, LLC is seeking a Senior Foreign Military Sales (FMS) Financial Analyst to join our Patuxent River, MD team. The role focuses on financial analysis, budgeting, and program oversight across the FMS lifecycle, including case planning, execution, reconciliation, and closure.

The ideal candidate will have 8+ years DoW financial management experience, knowledge of FMR/FAR/PPBE, and strong communication skills.

Qualifications

• Eight or more years of DoW financial management experience.
• Experience with financial analysis, cost estimates, and DoD financial regulations (FMR).
• Knowledge of DoD FMR, FAR, PPBE, and DoN procurement policies. Experience with PandAs, LOAs, amendments, and DSAMS revisions.
• Experience in case reconciliation, case management, and case closure; CEPT maintenance and FMR reviews.
• Knowledge of FMS policies; familiarity with DoD SAP policies related to FMS.
• Experience with DoD financial systems: NERP, DSAMS, MISIL, SCIP, DIFS; AMS experience highly desired.
• Proficiency with MS Office.
• Strong written and verbal communication skills.

Responsibilities

• Provide financial management support for FMS programs including complex financial analysis, budgeting, tracking, and oversight.
• Support management activities, corporate initiatives, and data calls with financial analysis and recommendations.
• Analyze total program financial requirements for development of PandA, LOA, amendments, and pricing elements.
• Apply knowledge of financial management processes to evaluate information for the BFM and Program/Case Manager.

StraCon Services Group, LLC is seeking a Full Time Senior Foreign Military Sales (FMS) Financial Analyst in Patuxent River MD. to support a rotary wing Program Office (PMA). The role supports program and project personnel throughout the FMS case lifecycle, including pre-case planning, case execution, financial reconciliation, and case closure. The Senior Foreign Military Sales (FMS) Financial Analyst's duties include but are not limited to the following requirements.

Essential Job Duties

• The Senior FMS Financial Analyst will provide financial management support for Foreign Military Sales (FMS) programs by performing complex financial analysis, budget formulation and execution, financial tracking, and program oversight.
• The Senior FMS Financial Analyst also supports management activities, corporate initiatives, special projects, and data calls, providing financial analysis and recommendations that support organizational objectives and ensure compliance with applicable financial management policies and procedures.
• Analyze total program financial requirements for development of PandA, LOA, amendments, modifications, revisions and other pricing elements.
• Apply knowledge of financial management functions, processes, and analytical methods to evaluate program information required for the BFM and Program/Case Manager.

Experience Requirements

• A minimum of eight (8) years DoW financial management experience.
• Financial management experience should include financial analysis of business programs, development of cost estimates, program status reports, and knowledge of DoD Federal Management Regulations (FMR).
• Demonstrates knowledge of DoD FMR, FAR, PPBE, and DoN procurement policies and procedures experience. Experience in the preparation of PandAs, LOAs, amendments, modifications, and revisions within DSAMS is required.
• Experience in case reconciliation, case management, and case closure are required. Experience in maintaining CEPT and participation in Financial Management Reviews (FMR) is required.
• Demonstrated knowledge of FMS financial policies and procedures is required. A working knowledge of DOD SAP policies and procedures relating to FMS is required.
• Experience in NERP, DSAMS, and MISIL, SCIP and DIFS and other DoD financial automated accounting and budgeting systems is required.
• AMS experience Highly desired.
• Proficiency with MS Office.
• Strong analytical, organizational, and problem‑solving skills.
• Solid written and verbal communication skills.

Educational Requirements

• MA/MS Degree in business, management or relative technical discipline.

Security Requirements

• U.S. Citizenship required.
• Must be able to obtain and maintain a Secret security clearance.
• Must be able to obtain a valid passport within 90 days of hire.

The estimated base salary range for this position is $109,000.00 - $132,000.00. The offered rate will be based on the selected candidate's level of knowledge, education, experience and skill sets.
