PURPOSE OF THE POSITION

Under the direction of the Deputy Finance Director/Deputy Treasurer, the Senior Account Technician is responsible for the daily collection and reconciliation of funds owed to the City and the accurate, timely administration of payroll and employee benefits. This role involves a wide range of routine and complex clerical, financial, and customer service duties. The position plays a key role in property tax administration, special assessments, payroll, and financial recordkeeping, and serves as a primary backup for designated duties in the department.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Process financial records, including daily/monthly tax and cash reports, and changes to tax data from the County Treasurer.
  • Manage the property tax process from billing through collection, including tracking special assessments and disbursing collected funds to taxing entities bi-monthly.
  • Process payments and reimbursements related to federal, state, and local grant and loan programs.
  • Prepare tax bill corrections based on decisions by the Board of Review, State Tax Commission, or Michigan Tax Tribunal; issue corrected bills and refunds as needed.
  • Assist in preparing the final property tax settlement with the County Treasurer and other taxing entities.
  • Manage tax collections related to non-sufficient funds (NSF) checks and initiate transfers of funds as required.
  • Provide tax-related information to the public, including account statuses, procedures, amounts due, and delinquencies.
  • Maintain general ledger reconciliations, including returns and interest.
  • Serve as backup for creating and reconciling daily cash deposits.
  • Reconcile daily online credit card payments.
  • Serve as a back up to Accounts Payable and Payroll.
  • Maintain office supply inventory and ensure timely reordering.
  • Perform other related duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Strong knowledge of municipal bookkeeping, accounting, and tax processing procedures.
  • Proficiency in specialized financial software, particularly treasury and investment-related systems. The City currently utilizes BS&A software and Microsoft Office applications, especially Word, Excel (advanced), and Outlook.
  • General knowledge of office equipment operations.
  • Ability to perform accurate mathematical computations and data entry.
  • Ability to work independently, exercise sound judgment, and maintain discretion.
  • Ability to manage stress related to unresolved customer concerns and strict deadlines.
  • Knowledge of accounting principles and banking practices.

EDUCATION AND EXPERIENCE:

  • High school diploma or GED required.
  • Minimum of four (4) years of relevant experience in finance, accounting, or payroll.
  • A bachelor's degree in administration, finance, accounting, or a related field is preferred. Equivalent work experience may be substituted for a degree.
  • Experience in a municipal or government setting is a plus.
  • Strong background in customer service and office administration is essential.
