Job summary

Encina Wastewater Authority seeks a Finance Director to plan, organize, and evaluate the Finance Department under senior management. You will lead budgeting, accounting, reporting, and financial strategy, ensuring compliance with GAAP and GASB while guiding financial planning for the organization.

You will supervise staff, coordinate with the General Manager and Board, and drive continuous improvement in financial operations within a public agency setting.

Qualifications

• Bachelor's degree in accounting, finance, public or business administration.
• Eight years of related experience with three years in a supervisory or management capacity.
• CPA license desired but not required.

Responsibilities

• Plans, organizes, controls, integrates, and evaluates the Finance Department.
• Directs budgeting, accounting, and financial reporting functions.
• Oversees GAAP/GASB compliance and annual audit processes.
• Manages cash, procurement, and contract administration.
• Represents Encina in financial partnerships and to the Board.
