Job summary

The City of Billings seeks a Water Meter Technician to install, maintain, test, repair, and replace water meters and related equipment under general supervision. You will interact with customers and provide information about policies and procedures.

The role involves field work, reading meters, locating shut-off valves, and keeping records. Requires high school diploma, 2 years meter experience, valid Montana driver’s license, and passing background checks.

Qualifications

• High school diploma or GED.
• Two years’ experience in water meter installation, repair, and reading.
• Two years’ customer service experience.
• Must possess a valid Montana driver’s license or must be obtained within thirty (30) days of employment.
• Must be able to pass pre-employment drug test and background check.

Responsibilities

• Install new electronic water meters and related equipment in homes, businesses and confined spaces; inspect and replace older or damaged meters and related equipment.
• Install and troubleshoot meter interface units including wiring meter to meter interface unit.
• Measure and record the location of water service shut-off valves; turn water service off and on.
• Inspect, test, disassemble, adjust, assemble and calibrate various sizes of water meters in the field and in the shop; clean meter mechanisms; repair and replace defective parts.
• Investigate customer complaints; provide information and assistance to customers; explain policies and procedures to customers during the course of work activities; assist customers in locating leaks; explain how to make proper repairs.
• Investigate unauthorized use of fire hydrants; inspect for meter tampering; investigate high water consumption; prescribe proper repair procedures.
• Check curb boxes; rethread standpipes and caps on curb boxes; flush out curb boxes; thaw frozen water service lines; flush and set hydrant meters on fire hydrants.
• Participate in in-service training, safety, and energy conservation programs.
• Clean and maintain work vehicle.
• Maintain records and prepare reports.

Job description

Salary Range:$22.9775 - $29.2911/hour. Salary reflects Step 1 and Step 6 of a 7-step pay scale. Salary at hiring will be dependent upon the applicant's education, experience, and training.

Work Schedule: Monday through Friday, 8:00 a.m. to 4:30 p.m.

Job Summary:

Under general supervision, to perform a variety of duties involved in the installation, maintenance, testing, repair, and replacement of water meters and auxiliary equipment; and to provide information and assistance to the public.

Scope of Responsibility:

Make non-routine choices within established precedent, considering objectives, under limited supervision, where positive and negative impact directly or indirectly affects the function and output of the work unit or team, with limited financial impact. Perform intermediate troubleshooting or analysis; problems require interpretation of data using generally prescribed procedures. Impacts immediate work areas – failures and successes are readily isolated and have limited financial impact. Requires frequent interaction to provide basic information and/or occasional interaction requiring detailed procedural explanations or technical responses, where relationships involve cooperation within the overall organization and/or directly interfacing with individual customers or vendors.

• Check curb boxes; rethread standpipes and caps on curb boxes; flush out curb boxes; participate in thawing frozen water service lines; flush and set hydrant meters on fire hydrants.
• Participate in in-service training, safety, and energy conservation programs.
• Clean and maintain work vehicle.
• Maintain records and prepare reports.

Perform other duties as assigned.

Required Qualifications and Skills:

• High school diploma or GED
• Two years’ experience in water meter installation, repair, and reading
• Two years’ customer service experience
• Must possess a valid Montana driver’s license or must be obtained within thirty (30) days of employment
• Must be able to successfully pass a pre-employment drug test, and a State and Federal criminal history background check

Work is primarily outside in the elements. Work requires intermittent heavy physical effort of moving over 60 pounds. Work requires high attention to detail or deadlines between 15% and 45% of the time. Exposure is occasional (between 15% and 45% of time) to multiple disagreeable elements, none of which are of greater than moderate intensity. Requires frequent driving.
