Job summary

EPMA, Inc. is seeking a Construction Manager – Rail Infrastructure to lead field execution on capital rail construction projects across South Texas.

This hands-on leadership role requires coordinating track installation, civil site work, and heavy civil activities on site in Victoria, TX, with occasional work in Hockley, TX. The ideal candidate will manage budgets, schedules, safety, and client expectations, working closely with subcontractors and internal teams.

Qualifications

• 5+ years of construction management in rail/heavy civil.
• Proven rail track construction or rail maintenance project experience.
• Ability to manage budgets, schedules, and change orders.
• Knowledge of rail construction methods, civil installation, and infrastructure development.
• FRA experience preferred; OSHA knowledge is required.

Responsibilities

• Lead the field execution of rail infrastructure and track construction projects from mobilization through project closeout.
• Manage day-to-day construction activities on site, ensuring safety, scheduling, and budget adherence.
• Coordinate subcontractors, vendors, inspectors, engineers, and internal project teams.
• Oversee rail construction activities including track installation, civil site work, grading, drainage, crossings, and related infrastructure.
• Monitor project schedules, budgets, procurement, change orders, and construction progress.
• Conduct regular site inspections to ensure quality workmanship and contract compliance.
• Prepare project reports and provide updates to senior leadership and stakeholders.
