Job summary

EPMA, Inc. is seeking a Project Manager to lead rail infrastructure and capital construction initiatives in Victoria, TX on a long-term, onsite basis.

You will manage design through commissioning, coordinate with engineers, contractors, and regulators, and ensure safety, schedule, and budget adherence across multiple sites. A strong background in rail or transportation projects and end-to-end delivery is essential.

Qualifications

• 5–7+ years of project management experience in construction or capital projects.
• Experience in rail or transportation infrastructure environments.
• End-to-end project delivery from design through closeout.
• Strong knowledge of construction methods, safety standards, and regulatory compliance.
• Experience managing budgets, schedules, contractors, and stakeholders.
• Proficiency with MS Project, Procore, or similar.

Title – Project Manager – Rail Infrastructure

Type – Long Term Contract
Location – Victoria, TX – Onsite (Travel required to another site may require)

W2 Employment only

Responsibilities:

• Manage full lifecycle delivery of rail infrastructure and capital construction projects (concept through commissioning)
• Oversee projects involving rail yard development, track systems, and heavy industrial facilities
• Coordinate with engineers, contractors, rail operators, and regulatory agencies
• Drive budget management, scheduling, cost control, and change orders
• Lead onsite construction execution, ensuring safety and quality standards are met
• Ensure compliance with OSHA, EPA, DOT, and rail-related safety standards
• Provide regular project updates to senior leadership and stakeholders

Qualifications Required:

• 5–7+ years of project management experience in construction or capital projects
• Experience in rail, transportation infrastructure, heavy civil, or industrial environments
• Proven ability to manage projects end-to-end (design, permitting, construction, closeout)
• Strong knowledge of construction methods, safety standards, and regulatory compliance
• Experience managing budgets, schedules, contractors, and multiple stakeholders
• Proficiency with project management tools (MS Project, Procore, or similar)]
• Bachelor’s degree in Construction Management, Engineering, Architecture, or related field

Preferred Qualifications:

• Direct experience with rail infrastructure, rail yards, or transportation projects
• PMP, CCM, or LEED certification
• Experience managing multiple concurrent large-scale projects
