Base pay range

$71,448.00/yr - $80,736.00/yr

Driver License Requirement: A driver’s license valid in New York State is required for promotion.

The Department of Social Services (DSS), comprising the NYC Human Resources Administration (HRA) and the Department of Homeless Services (DHS), aims to fight poverty, income inequality, and homelessness through various programs and initiatives.

HRA’s Office of Police Operations (OPO) manages approximately 125 Peace Officers and over 450 contracted security guards at HRA facilities citywide. OPO’s primary responsibility is to ensure safety for staff, clients, property, and physical assets, including providing security for special events, construction, and outside work, as well as emergencies. Special Officers will provide high-level security and safety at assigned HRA locations throughout the five boroughs, with Peace Officer status and arrest powers.

Reporting to the Assistant Deputy Commissioner, the Field Officer Captain supervises security operations in designated geographic areas, overseeing Senior Special Officers and private contract guards at multiple locations.

HRA’s Office of Police Operations is recruiting one (1) Supervising Special Officer III to serve as Field Officer Captain, with responsibilities including:

  • Providing direction and oversight to Senior Special Officers managing private security guards at multiple facilities within a geographic area.
  • Supervising, scheduling, and evaluating Senior Special Officers to ensure adherence to security policies and regulations.
  • Conducting on-site inspections to verify proper monitoring and security of locations.
  • Managing incident reports, infractions, and safety concerns.
  • Building relationships with local police precincts for effective response and collaboration.
  • Participating in policy development and security planning with senior management.
  • Preparing reports and recommendations regarding security issues and personnel concerns.
  • Contributing to training development for security staff.

Minimum Qualifications

- High school diploma or equivalent.
- One year of full-time experience in law enforcement, protection, or security.
- Must qualify as a Peace Officer per NY State law, including training and certification requirements.
- For higher levels: additional supervisory experience or years in law enforcement/security are required.

Preferred Skills

- Knowledge of MS Office applications (Word, Excel, Outlook, etc.)
