Driver License Requirement: A driver’s license valid in New York State is required for promotion.
The Department of Social Services (DSS), comprising the NYC Human Resources Administration (HRA) and the Department of Homeless Services (DHS), aims to fight poverty, income inequality, and homelessness through various programs and initiatives.
HRA’s Office of Police Operations (OPO) manages approximately 125 Peace Officers and over 450 contracted security guards at HRA facilities citywide. OPO’s primary responsibility is to ensure safety for staff, clients, property, and physical assets, including providing security for special events, construction, and outside work, as well as emergencies. Special Officers will provide high-level security and safety at assigned HRA locations throughout the five boroughs, with Peace Officer status and arrest powers.
Reporting to the Assistant Deputy Commissioner, the Field Officer Captain supervises security operations in designated geographic areas, overseeing Senior Special Officers and private contract guards at multiple locations.

- High school diploma or equivalent.
- One year of full-time experience in law enforcement, protection, or security.
- Must qualify as a Peace Officer per NY State law, including training and certification requirements.
- For higher levels: additional supervisory experience or years in law enforcement/security are required.
- Knowledge of MS Office applications (Word, Excel, Outlook, etc.)
