Job summary

RETTEW is seeking an experienced Construction Inspector / Resident Project Representative III for field-based oversight of municipal infrastructure projects in southeastern Pennsylvania. The role requires interpreting plans and specifications, maintaining daily logs, and coordinating with contractors and clients in a fast-paced environment.

This position supports underground utilities and public works, with assignments from Berwyn, Lancaster, or Lehigh Valley locations.

Qualifications

• Significant construction experience involving underground utilities or municipal infrastructure.
• Experience providing construction observation, inspection, field representation, or project-site oversight.
• Ability to interpret construction plans, details, specs, and project requirements.
• Ability to document deviations, changed conditions, quality concerns, and risks.
• Experience maintaining daily construction records, photos, quantity documentation, and field reports.
• Ability to measure/verify installed work and construction quantities.
• Strong verbal communication with contractors, clients, engineers, and municipal representatives.
• Clear written communication skills and electronic documentation proficiency.
• Ability to work independently in the field with regular PM/project-team communication.
• Strong organization, judgment, attention to detail, and problem-solving skills.

Responsibilities

• Provide construction observation and field representation for municipal infrastructure and utility projects.
• Observe work to ensure conformity with approved plans, specs, and standards.
• Monitor installation of water, wastewater, stormwater, roadway, and other infrastructure.
• Interpret plans, specs, and project requirements in the field.
• Communicate deviations and questions with contractors; inform Project Manager of significant issues.
• Measure distances, dimensions, quantities, and installed work.
• Examine completed installations for conformity with plans and standards.
• Maintain daily logs of activities, personnel, equipment, weather, and progress.
• Prepare photographs, sketches, quantity records, and observation reports.
• Document deviations to support record drawings and payment estimates.
• Coordinate with contractors, municipal representatives, engineers, and stakeholders.
• Provide timely updates on progress, risks, and client concerns.
• Support constructability reviews and project closeout activities.
• Mentor less-experienced inspectors when needed.
