Description du poste

Delta Oaks Group is seeking an individual to support the production of fiber and Outside Plant (OSP) engineering projects. The Fiber Designer will primarily support underground fiber infrastructure projects, including long-haul, middle-mile, conduit and duct bank infrastructure, and Fiber-to-the-Home (FTTH) projects as the DOG Fiber Program continues to expand. Project assignments may also include data center campus and inter-building fiber connectivity, including diverse routes and high-fiber-count cable systems. The Fiber Designer is responsible for using established GIS tools and workflows to execute assigned design work but does not own GIS architecture, enterprise data standards, or GIS automation development.

The Fiber Designer is expected to independently execute standard fiber design assignments with limited supervision. This position will utilize Geographic Information System (GIS) tools as a primary design and production environment, while utilizing CAD and other technical tools where appropriate to develop construction-ready deliverables.

The selected individual should have a strong understanding of OSP fiber design, the ability to interpret field and GIS information, and the ability to identify design, constructability, or data issues before they affect project delivery. The Fiber Designer will work closely with Senior Designers, GIS resources, Engineering leadership, PMO, and other internal teams while remaining focused primarily on technical production.

The Fiber Designer will also participate in field activities, including site walks, route surveys, and collection and verification of field information. Travel, including out-of-town travel, should be expected as part of the position.

Positional Responsibilities

The Fiber Designer supports the production of assigned fiber engineering projects from initial design development through construction-ready deliverables. The position is responsible for producing accurate, complete, and constructible designs while following established DOG standards, processes, and project requirements. Work priorities, technical escalation, and approval of deliverables will follow the Fiber Program Functional Division of Responsibilities (DOR) and the assigned Engineering leadership structure.

DOG's Fiber Program utilizes a GIS-first production philosophy. The Fiber Designer is expected to use established GIS data, workflows, tools, and outputs when applicable to support efficient and repeatable design production. The position will work with the GIS function to identify data issues and provide technical feedback regarding design requirements and GIS outputs.

Anticipated tasks include but are not limited to:

  • Produce OSP fiber designs for underground, long-haul, middle-mile, conduit, duct bank, and FTTH infrastructure projects
  • Develop construction-ready design packages using GIS information, field data, existing records, and established design standards
  • Utilize ArcGIS as the primary GIS platform, with other GIS platforms as applicable
  • Utilize AutoCAD and other CAD tools when required for detailed engineering and construction deliverables
  • Develop fiber routes and evaluate existing infrastructure, utilities, roadways, property constraints, and other route considerations
  • Identify right-of-way, easement, environmental, crossing, and route-diversity constraints and document them for review by the appropriate Engineering, Permitting, or Construction personnel.
  • Develop conduit, duct bank, handhole, vault, and manhole layouts. Incorporate approved installation methods, utility clearances, cover requirements, bend radii, duct occupancy, cable pulling constraints, and access for installation and maintenance; support HDD and crossing details under Engineering direction.
  • Develop conduit, duct bank, handhole, vault, and manhole layouts, accounting for applicable installation methods, utility clearances, cover requirements, bend radii, duct occupancy, cable pulling constraints, and maintenance access. Support HDD and crossing details under Engineering direction.
  • Develop fiber plans, splice diagrams, strand assignments, and related documentation, including cable counts, splice enclosure capacity, termination assignments, and route identification as applicable.
  • Prepare bills of materials, quantity takeoffs, route quantities, and other design-related information
  • Prepare Mid-level Designs (MLDs) and supporting design information for handoff to the Delta Oaks Permitting team
  • Perform site walks, route surveys, field data collection, and verification of existing conditions
  • Incorporate field information, construction redlines, and approved design changes into project deliverables and as-built records.
  • Maintain drawing revisions, GIS attributes, asset identifiers, and source records so issued design packages and final as-built information remain consistent and traceable.
  • Perform self-checks and established QA/QC procedures on assigned work prior to Senior Designer or Engineering leadership review
  • Assist less-experienced designers with technical questions and established design procedures as requested, without assuming production leadership or supervisory responsibility.
  • Identify design, constructability, data, or scope concerns and appropriately elevate non-standard issues
  • Follow established DOG Fiber Program standards, templates, GIS workflows, and design procedures
  • Identify opportunities to improve design efficiency, consistency, and repeatability

The Fiber Designer is expected to understand how GIS data, field conditions, design decisions, construction requirements, and final deliverables relate to one another. The position should be capable of resolving routine design issues independently while recognizing when a condition requires Senior Designer or Engineering leadership involvement.

The Fiber Designer does not have primary responsibility for client communication, jurisdictional coordination, permitting submission, commercial negotiations, vendor management, or project management.

Due to the nature and limited timelines of most projects, the candidate should be willing and capable of exhibiting the work ethic and social ability to succeed in a fast-paced environment where communication with co-workers and internal project teams is paramount.

Knowledge and Skills Required
  • Experience with fiber optic Outside Plant (OSP) design is required
  • Experience with underground fiber, conduit, duct bank, or related utility infrastructure is preferred
  • Proficiency with ArcGIS or a comparable GIS platform is required
  • Proficiency with ArcGIS or a comparable GIS platform is required; experience with VETRO, 3-GIS, OSPInsight, or similar platforms is acceptable.
  • Experience with AutoCAD is required; Civil 3D experience is preferred.
  • Ability to interpret GIS data, survey information, field conditions, utility records, and existing construction documentation
  • Ability to develop fiber routes, conduit layouts, splice diagrams, fiber assignments, MLDs, and construction-ready design packages
  • Ability to perform quantity takeoffs and develop bills of materials
  • Ability to identify design and constructability issues and appropriately elevate non-standard conditions
  • Proficiency in Microsoft Office, particularly Excel and Word
  • Ability to organize multiple assignments, meet production deadlines, and communicate effectively with internal project teams
Personal Traits

The ideal candidate will be a self-motivated worker capable of operating in a team-oriented environment intended to complete projects effectively and efficiently. They should have strong attention to detail and take pride in producing accurate and constructible fiber designs.

This person should be a self-starter who can take ownership of assigned work with limited supervision, communicate issues proactively, and maintain productivity while working across multiple projects or assignments.

The candidate should demonstrate a willingness to learn and adapt to evolving GIS, OSP design, and fiber construction technologies and processes. They should be comfortable working in both field and office environments and understand the importance of connecting field conditions to accurate design deliverables.

Delta Oaks Group is founded on the principle of delivering unparalleled client service and providing its employees an exceptional work environment. We strongly believe that these two principles are not separable and are only accomplished through hard work, honesty, and treating others with respect. We are seeking individuals that share those same values.

Education

Associate's or Bachelor's Degree in Engineering, Engineering Technology, Geographic Information Systems, Geospatial Technology, Telecommunications, or a related technical field from an accredited institution, or equivalent relevant experience.

Experience/Other Requirements

A minimum of two (2) years of directly related experience in fiber OSP design, telecommunications design, utility design, GIS-based infrastructure design, or a related technical field is preferred.

Experience should demonstrate increasing responsibility in fiber design production, GIS utilization, field data collection, construction documentation, and technical problem solving. Candidates should demonstrate the ability to independently execute standard design assignments while appropriately identifying and escalating complex or non-standard design issues.

Travel

Travel, including out-of-town travel, will be required for this position. Travel may include site walks, route surveys, field data collection, and verification of existing conditions.

The above declarations are not intended to be an all-inclusive list of the requirements of the position described, nor are they intended to be such a listing of the skills and abilities required to do the job.
