Job summary

LUMA Energy is seeking a skilled Professional to develop and maintain FEMA Public Assistance project documentation, evaluate eligibility, and identify mitigation opportunities to support audit-ready recovery solutions.

You will coordinate FEMA PA project formulation, validate technical documentation, and track progress in the FEMA Grants Portal while ensuring compliance with the Stafford Act, PAPPG, and 2 CFR 200. Bilingual English/Spanish communication is valued for stakeholder guidance.

Qualifications

• Bachelor’s degree in Engineering or Business Administration required.
• Minimum 5 years in FEMA PA, federal grants, or emergency management.
• Experience with FEMA PA project formulation, scopes of work, and cost estimation preferred.
• Experience in utility infrastructure, construction estimating, or project management preferred.

Responsibilities

• Coordinate FEMA PA project formulation and validate technical documentation.
• Track progress and compliance in FEMA Grants Portal.
• Identify Section 406 Hazard Mitigation opportunities.
• Deliver training and guidance to stakeholders.
• Collaborate with cross-functional teams to improve processes.
• Ensure policy alignment and regulatory compliance.
• Contribute to storm restoration tasks and drills.
