Job summary

B&A is seeking a Talent Acquisition Lead to support a federal government client on a critical national security mission. The Lead will provide strategic direction, operational oversight, and technical expertise across recruitment, assessment, onboarding, and workforce planning initiatives.

The role manages day-to-day TA operations, ensures contract compliance, supports hiring strategies, and leads a team delivering recruitment services in federal environments.

Qualifications

• Bachelor’s degree required in Business Management, Human Resources, Organizational Development, or Industrial-Organizational Psychology.
• Minimum of six (6) years of experience supporting federal human resources.
• Four (4) years directly supervising or leading HR or Talent Acquisition teams.
• Experience implementing and managing skills-based assessments for technical roles.

Responsibilities

• Own contractor talent acquisition support for NGA, with authority over day-to-day operations and technical matters.
• Lead day-to-day recruitment, operations, and assessment activities.
• Ensure TAL acquisition processes and ATS meet contract standards and timelines (PAR within 4 business days; 24-hour applicant response).
• Design and execute the Agency Talent Acquisition Plan and hiring strategy aligned with the Strategic Workforce Plan.
• Oversee recruitment marketing and outreach across 150+ events/year and relationships with 100+ organizations.
• Oversee offer and onboarding processing in PeopleSoft, including conditional offers and pre-employment requirements.
• Provide SME on skills-based assessments for technical roles and oversee pre-hire assessment program and validation studies.
• Oversee student programs (interns and scholars).
• Communicate professionally with senior civilian officials and managers.
• Supervise and develop the talent acquisition team.
