Job summary

Oxley Enterprises, Inc. is seeking a Strategic Communications Consultant to guide executive-level transformation and performance measurement for the US Coast Guard.

You will lead strategic communications planning, develop tools, and coordinate internal communications to support change management. With 5–15 years in this space, you’ll design communications products, run meetings, and train stakeholders while aligning projects with agency priorities and governance.

Qualifications

• Bachelor's degree in communications, business, or related field.
• 5–15 years in program/project management and strategic communications for federal agencies.
• Experience guiding executive-level and concurrent projects in change management.

Responsibilities

• Develops and maintains Strategic Communications Plan for the Coast Guard project portfolio.
• Designs briefs, brochures, playbooks, videos; provides graphic support.
• Coordinates internal communications with focus on change management.
• Prepares training materials to build stakeholder awareness and engagement.
• Leads executive-level sessions and IPTs with cross-functional teams.
• Applies Lean Six Sigma and performance metrics to drive improvements.
