Job summary

2ndWave LLC seeks a Subject Matter Expert (SME) Program Manager to provide program and project management in support of a federal contract in the Washington, DC metropolitan area.

The role carries responsibility for financial management, staffing, governance artifacts, and delivering data-driven improvements. Candidates should have 10+ years in PM, relevant certifications, and exposure to immigration policy and DHS systems.

Qualifications

• Master's degree in a related field is required.
• Minimum of 10 years of progressive program/project management experience.
• Certification such as PMP, PgMP, Agile, or SAFe is required or preferred.
• Experience with immigration policy and DHS systems is highly desirable.

Responsibilities

• Lead and manage VER program objectives with governance artifacts and KPIs.
• Coordinate with USCIS, DHS, and other federal partners to align policy and operations.
• Develop data-driven strategies and provide monthly status reports.
• Apply PMBOK and Agile methods; act as primary interface with COR and Contracting Officer.
• Oversee end-to-end project execution including testing, deployment, and evaluation.
