Job summary

THE ROLE:

You will build this out shoulder to shoulder with our COO and our Preconstruction/Estimating Director, not from the sidelines, but as the person actually shaping how Hawkins shows up in the federal space. Your voice carries here. Ideas move fast, decisions do not get buried in layers, and you are backed by a firm that has named federal a real growth priority and is putting money behind it. You will work directly alongside Hawkins leadership and the pre-construction team, building the playbook as you go rather than inheriting someone else's. It is the rare chance to plant your flag on something that is entirely yours, under a name people in this market already respect.

WHAT YOU'LL DO:
  • Assess the federal contracting landscape against Hawkins' self-perform strengths in heavy civil, paving, concrete, foundations, and utilities, and help decide which opportunities we chase first.
  • Build relationships with contracting officers, program managers, and prime contractors that get Hawkins in the room before a solicitation drops.
  • Lead pursuits from opportunity identification through proposal submission, owning the technical narrative, past performance, pricing strategy, and FAR/DFARS compliance.
  • Jump into non federal alternative delivery proposal work, design build, CMGC, and similar, during quieter federal stretches, since the crossover is real.
  • Help build the internal playbook Hawkins needs for federal work, go or no go frameworks, a past performance library, and compliance awareness including CUI and CMMC readiness.
WHAT YOU'LL BRING:
  • 5+ years of experience in federal construction pursuit, capture, or program management, heavy civil or infrastructure background strongly preferred, engineering candidates with adjacent construction exposure such as procurement, project development, or technical office roles are also a great fit.
  • Working familiarity with FAR and DFARS, IDIQ structures, and federal proposal compliance.
  • Omaha based, or open to relocating, with willingness to travel across NE, KS, WY, ND, SD, and MO.
  • Bachelor's degree in Construction Management, Engineering, or a related field.
  • Direct experience with USACE or NAVFAC.
  • Existing relationships in the federal infrastructure procurement ecosystem in the Midwest.
