Haskell is seeking a Senior Preconstruction Estimator in Jacksonville, FL to lead detailed cost estimates for Federal projects from concept through final design. You will mentor estimating staff, participate in design reviews, and develop bid packages with subcontractors, ensuring alignment with budget and schedule.

Qualifications

  • BS in Civil Engineering or Construction Management with 5 years' experience (or 8 years in construction).
  • Experience with DoD/federal vertical projects preferred.
  • Knowledge of UFGS, UFC, Davis-Bacon Act, Buy American, and FAR provisions.

Responsibilities

  • Lead detailed cost estimates from conceptual design through final design.
  • Mentor estimating personnel with direction and oversight.
  • Participate in design reviews and guide the design team during preconstruction.
  • Evaluate options based on cost, constructability, and quality.
  • Monitor scope, cost and constructability to align with goals.
  • Lead pricing strategy with the proposal leader and ensure alignment on approach.
  • Develop bid packages and evaluate market pricing for competitiveness.
  • Build relationships with subcontractors and vendors.
  • Review milestone schedules and communicate estimate status to stakeholders.
  • Support development of project schedules and responses to RFPs/RFQs.
  • Travel as needed.

In this role, you will be responsible for all preconstruction activities on Federal projects, including developing preliminary budgets, value engineering, preconstruction schedules, procurement plan, prequalification of subcontractors, detailed take-off and estimating, the definition of bid package scopes, the subcontractor/supplier bidding process, evaluation of bids, presentation of detailed estimates of the work, evaluation of alternatives and comparative studies.

Job Responsibilities:
  • Lead the development of detailed construction cost estimates from conceptual design through final design, ensuring accuracy and completeness at every stage
  • Manage and mentor estimating personnel, providing direction, oversight, and professional development
  • Participate in design review meetings and help guide the design team throughout the preconstruction phase
  • Evaluate design options and recommend optimal solutions based on cost, constructability, engineering quality, and material availability
  • Monitor project scope, cost, and constructability during design development to align with project goals and budget
  • Lead pricing strategy efforts in partnership with the proposal leader, ensuring alignment on approach, expectations, and deliverables
  • Develop bid packages, manage subcontractor and vendor participation, and evaluate market pricing to ensure competitiveness
  • Build and maintain strong relationships with subcontractors and vendors
  • Review proposal milestone schedules with the pricing team, track progress, and ensure timely completion of estimates
  • Communicate estimate status, risks, and updates clearly to the proposal leader and key stakeholders
  • Support the development of construction schedules and overall project planning
  • Contribute to responses for Requests for Proposals (RFPs) and Requests for Qualifications (RFQs)
  • Participate in client presentations, proposal interviews, and ongoing client engagement as needed
  • Train and develop preconstruction personnel while fostering a high-performing team environment
  • Maintain historical pricing data to inform future estimates and strategic decisions
  • Provide support to other departments and project teams as needed
  • Travel as needed
Education/Experience:
  • Bachelorof Science Degree in accredited construction related curriculum, such as CivilEngineering, ConstructionManagementor equivalentplus 5 yearsofexperience;or 8 yearsofrelevant experience in the construction industry.

  • Experience withRFP-based Design-BuildandDesign-Bid-Buildvertical construction projects administered byUSACE, NAVFAC, AFCECor similar
  • Understanding ofUFGS (Unified Facilities Guide Specifications)andUFC (Unified Facilities Criteria)
  • Knowledge ofDavis-Bacon Act,Buy American,andFederal Acquisition Regulation (FAR)provisions
  • 5 years minimum experience with DoD/ federal vertical projects preferred

Environmental Factors and/or Physical Requirements:

While performing the duties of this job, this position is required to have ordinary ambulatory skills sufficient to visit other locations; and the ability to stand, walk, stoop, kneel, crouch, and manipulate (lift, carry, move) light to medium weights of 10-50 pounds. Requires good hand-eye coordination, and arm, hand and finger dexterity, including the ability to grasp, and visual acuity to use a keyboard, operate equipment and read application/form information.
