CTIS, Inc. is seeking a Proposal Writer to lead the full lifecycle of federal proposals, from drafting to final submission for RFPs, RFIs, and RFQs.

You will work with Business Development to assemble technical, management, and past performance content in compliance with solicitation instructions. You will collaborate with Subject Matter Experts, maintain boilerplate libraries, and support graphics and formatting for compelling packages.

Qualifications

• Bachelor’s degree in English, Communications, Business, or related field.
• 3–5 years of experience in proposal writing or technical writing for Federal Government contracts (HHS, DoW, DHA, DHS).
• Detailed understanding of contract vehicles, terms and conditions, success factors, etc.
• Strong understanding of RFP structures and compliance requirements (GovCon or Health IT).
• Excellent writing, editing, and organizational skills.
• APMP Foundation certification preferred but not required.

Responsabilités

• Develop, write, and edit proposal sections (technical, management, past performance, resumes, etc.) for federal RFPs/RFIs.
• Collaborate with Subject Matter Experts to collect inputs and tailor responses.
• Ensure compliance with solicitation requirements, templates, and style guides.
• Participate in color team reviews and incorporate feedback.
• Pipeline Management
• Maintain boilerplate libraries and reusable content repositories.
• Support graphics, formatting, and layout for final submission packages.
• Track opportunities and assist with proposal schedules and deliverables
