Job summary

Stanley Consultants seeks a Federal Project Manager to support military base facilities and infrastructure across the Indo-Pacific from Guam. This full-time role involves project scoping, design coordination, and team leadership for DoD clients, with travel to regional bases as needed.

The position emphasizes cost/schedule/budget control, risk management, and client relationship building to ensure high-quality, compliant deliverables across disciplines.

Qualifications

• Bachelor’s degree in Engineering or Architecture from an accredited four-year college or university.
• Current U.S. PE or Architecture license.
• Experience with IBC, UFC, and UFGS. DoD planning/design exposure is a plus.
• Willing to travel in the Indo-Pacific region – ~15% annually.
• Demonstrated capabilities managing medium-to-large projects.
• Ability to lead multi-office teams and projects.

Responsibilities

• Participate in project scoping calls, cost estimates, proposal prep, interviews, and fee negotiations as needed.
• Plan, organize, and coordinate project engagements.
• Manage day-to-day activities of project engagements and design teams.
• Review projects post-award to define scope, procedures, schedules, budgets, staffing, and milestones.
• Prepare opening orders, outlines, initiation activities, schedules, and lead executions and closings.
• Form and manage a Project Design Team, including outside subconsultants, ensuring tasks meet scope, schedule, budget, and quality controls.
• Lead multi-discipline teams and advise on design alternatives.
