Job summary

Stanley Consultants seeks a Federal Project Manager for our Federal Business Unit, based in Guam with remote work options. The role focuses on design coordination and project management for DoD facilities, airfields, and related infrastructure across the Indo-Pacific.

You will lead a design team, manage scope, schedule, cost, quality, and risk, and support business development on regional pursuits. Responsibilities include coordinating with client teams, preparing openings and schedules, and

Qualifications

• Bachelor’s degree in Engineering or Architecture from an accredited four-year college or university.
• Current U.S. Professional Engineer (PE) or Architecture license.
• Experience with IBC, UFC, and UFGS; DoD planning/design experience a plus.
• Willingness to travel in the Indo-Pacific region ~15% annually.
• Proven ability to manage medium-to-large projects and multi-office teams.
• Ability to lead in-person and virtual teams; fluent English.
• Read, write, and speak English; pass a ten-year criminal background check.

Responsibilities

• Participate in scoping calls, costing, proposals, interviews, and fee negotiations.
• Plan, organize, communicate, and coordinate project engagements.
• Manage day-to-day activities of project engagements and design teams.
• Review projects post-award to define scope, procedures, schedules, and budgets.
• Lead project openings, outlines, initiation activities, and executions.
• Form and manage a Project Design Team and ensure proper task execution.
• Lead multi-discipline projects and recommend design alternatives.
• Organize project information and records and meet client approvals.
• Assist with pricing, estimating, scoping, and marketing strategies.
• Perform civil engineering design activities as needed.
