Senior Federal Project Manager – Engineering
Location: Hawaii (Oahu preferred; other island locations considered). Primary Location: Honolulu; Other Locations: Guam.
Position Overview
Senior Federal Engineering Project Manager will manage and deliver high-quality engineering projects for DoD clients within the Pacific region, including NAVFAC, the U.S. Army Corps of Engineers, the U.S. Air Force, and other military and federal agencies. Projects may encompass design of barracks, family housing, wastewater and water treatment facilities, water resource systems, fuel storage infrastructure, airfield pavements, and DD1391 documentation.
Primary Responsibilities
- Lead and manage multidisciplinary design teams across various DoD projects throughout the Pacific region.
- Oversee all phases of project development from planning through construction support, ensuring delivery within scope, schedule, and budget.
- Develop and review scopes of work, cost estimates, and schedules; monitor progress and implement corrective actions as needed.
- Coordinate internal design activities and manage external subconsultants to meet project objectives.
- Serve as the primary point of contact for clients, maintaining strong relationships and ensuring expectations are met or exceeded.
- Supervise and mentor multiple project teams across geographies; ensure coordination of deliverables and consistent communication between team members.
- Conduct team meetings to discuss productivity, workload distribution, and quality control; provide leadership in employee development, including training, performance evaluations, and goal setting.
- Collaborate with HDR leadership to monitor regional project workload and resource needs.
- Remain current with changes to applicable codes, standards, and client requirements, and integrate those into project deliverables.
- Conduct quality control reviews and perform project engineering duties as necessary.
Preferred Qualifications
- Minimum 15 years of project management experience, preferably in the Pacific region.
- State of Hawaii Professional Engineer (PE) license preferred; extensive experience managing civil engineering design projects for federal agencies.
- Strong technical background in civil engineering design, including calculations, specifications, and construction documentation.
- Familiarity with Unified Facilities Criteria (UFC).
- Excellent organizational and time management skills with the ability to manage multiple concurrent schedules.
- Ability to work from our Oahu office is preferred; candidates from neighboring islands may also be considered.
Required Qualifications
- Bachelor's degree in Engineering.
- 10 years of related experience.
- Minimum 5 years of project management experience.
- Professional engineering license recognized by the licensing board for the location of the position offered.
- MS Office and MS Project experience (Access experience would be a plus).
- Demonstrated leadership, business development, and strategic planning skills.

Benefits
The expected compensation range for this position depends upon skills, experience, education, and geographical location: $136,269 – $194,670.
