Job summary

Stanley Consultants seeks a Federal Project Manager in Guam to lead design coordination and project management for military base facilities, airfields, and site design projects. You will manage scope, schedule, cost, quality, communications, resources, and risk to optimize client service and fiscal responsibility.

The role may lead a design team across disciplines, coordinate stakeholders, and support regional business development including responses to RFPs and expanding DoD engagements.

Qualifications

• Bachelor’s degree in Engineering or Architecture from an accredited four-year college or university.
• Current U.S. Professional Engineer (PE) or Architecture license.
• Experience with International Building Code (IBC), DoD UFC, and UFGS; OCONUS planning/design is a plus.
• Willingness to travel in Indo-Pacific region – ~15% annually.
• Proven record managing medium-to-large projects and multi-office teams.
• Ability to lead both in-person and virtual teams and coordinate multi-discipline design.
• Read, write, and speak English fluently, with ability to communicate across stakeholders.

Responsibilities

• Participate in project scoping, costing, proposals, interviews, and fee negotiations.
• Plan, organize, communicate, and coordinate project engagements.
• Manage day-to-day activities of project engagements and design teams.
• Define project scope, workflows, schedules, budgets, staffing, and progress milestones.
• Prepare project openings, outlines, initiations, schedules, and lead executions.
• Lead a Project Design Team (including external subconsultants) and ensure tasks meet scope, schedule, budget, and quality.
• Coordinate multi-disciplinary works and assess design alternatives.
• Organize, maintain, and control project information and records.
• Support business development and respond to RFPs; assist in pricing and marketing strategies.
• Perform civil-engineering design tasks as needed.
