Job summary

Cornerstone General Contractors in Alaska seeks a Federal Program Manager to lead the federal construction program, align BD, operations and leadership, and deliver results across multiple projects. You’ll identify opportunities, strengthen agency relationships, and guide pursuit strategies while ensuring successful project delivery and program health.

Qualifications

  • 10+ years of commercial construction experience, including 7+ years leading complex federal construction projects.
  • Experience developing and maintaining relationships with USACE, NAVFAC, DoD, FAA, VA, GSA, or other federal agencies.
  • Support for capture planning, proposals, interviews, and client engagement in federal contracts.
  • Managing federal projects from pursuit through closeout with strong performance metrics.
  • Knowledge of federal contracting requirements, compliance, and delivery standards.

The Federal Program Manager serves as the connective link between business development, operations, and executive leadership. While Federal Project Managers remain responsible for the successful execution of individual projects, this role provides program-level leadership by helping identify opportunities, monitoring program performance, strengthening client relationships, and supporting the continued growth of Cornerstone's federal business. Your success will be measured not by a single project, but by the strength and long-term success of the federal program.

What You’ll Do (The Impact You’ll Have)
Grow the Federal Program

Support the continued growth of Cornerstone's federal construction business by identifying opportunities, strengthening relationships, and contributing to successful pursuit strategies. You'll monitor procurement forecasts, evaluate upcoming opportunities, participate in capture planning, and work alongside Executive Leadership to position Cornerstone for long-term success in the federal marketplace.

Build Lasting Federal Relationships

Strong relationships are the foundation of successful federal programs. You'll represent Cornerstone with Contracting Officers, Resident Engineers, agency representatives, designers, consultants, teaming partners, and industry organizations while building the trust and credibility that lead to future opportunities and repeat work.

Support Winning Pursuits

Help Cornerstone compete successfully for federal construction opportunities by contributing to capture planning, proposal development, technical narratives, interview preparation, and best-value procurements. Your operational experience and understanding of federal contracting will help shape strategies that align with each agency's mission and project objectives.

Monitor Program Performance

Provide visibility into the health of Cornerstone's federal construction program by monitoring project performance, financial trends, backlog, forecasting, resource utilization, and operational risks. Working collaboratively with Federal Project Managers and company leadership, you'll help identify challenges early and recommend solutions that support successful project outcomes.

Promote consistency across federal projects by supporting best practices, sharing lessons learned, and improving operational processes. You'll serve as a resource on federal contracting requirements, compliance expectations, and delivery standards while helping project teams navigate the unique demands of federal construction.

Partner with Executive Leadership

Work closely with Executive Leadership to evaluate market trends, identify strategic opportunities, improve operational performance, and strengthen Cornerstone's long-term federal construction strategy. Your insights will help guide business decisions and support the continued growth of the federal program.

  • 10+ years of commercial construction experience, including 7+ years leading complex federal construction projects.
  • Successfully developing and maintaining relationships with USACE, NAVFAC, DoD, FAA, VA, GSA, or other federal agencies.
  • Supporting the pursuit and award of best-value federal contracts through capture planning, proposal development, interviews, and client engagement.
  • Managing federal construction projects from pursuit through closeout while consistently achieving financial, schedule, quality, safety, and client performance objectives.
  • Providing strategic insight that strengthens an organization's federal construction program through proactive risk management, operational excellence, and continuous improvement.
Experience That Will Set You Up Well
  • Experience with Design-Build, MATOC, SATOC, IDIQ, or other multiple-award federal contract vehicles.
  • Working knowledge of FAR, DFARS, EM 385-1-1, CMMC 2.0, Controlled Unclassified Information (CUI), and federal cybersecurity requirements.
  • Experience using SAM.gov, PIEE/WAWF, RMS/QCS, ProjNet, or similar federal procurement and contract administration systems.
  • Active participation in SAME, AGC, DBIA, or similar industry organizations.
  • Existing relationships with federal agencies, teaming partners, design firms, or subcontractors supporting federal construction throughout Alaska or the Pacific region.
  • Current or previous USACE/NAVFAC Construction Quality Management (CQM-C) certification, OSHA 30, PMP, or similar professional credentials..
