Job summary

SHR Consulting Group is seeking a Program Manager – Program Operations in Alexandria, VA. This role leads employees on subcontracts, manages prime and partner relationships, and oversees subcontract terms and compliance.

The position requires DoD experience, frequent travel to customer sites, and an active DoD clearance. It blends people leadership with contract administration and growth initiatives, with a competitive benefit package.

Qualifications

• 7+ years of experience in federal government contracting, including at least 3 years leading or supporting staff on government contracts.
• Experience as an onsite Program Manager supporting a federal customer.
• Demonstrated ability to build trust with employees, coaching, conflict resolution, discretion.
• Hands-on experience negotiating subcontract terms and labor rates.
• Working knowledge of the FAR and DFARS, flow-down clauses, and subcontract administration.
• Experience communicating with KOs, CORs, and prime contractor program staff.
• Proven ability to identify and win new positions or scope on existing contracts.

Responsibilities

• Lead Personnel Management and Employee Engagement, including onboarding/offboarding and performance management.
• Forecast staffing and workforce planning; partner with recruiting for open/anticipated positions.
• Manage relationships with prime contractors and subcontractors; handle invoicing and payments.
• Ensure contract compliance, reporting, and risk management across subcontracts.
• Drive organic growth by pursuing opportunities on existing vehicles and new scope.
• Represent SHR in program reviews and customer discussions; resolve staffing coverage concerns.
