Qualifications

  • Bachelor's degree from an accredited institution.
  • At least five years of recent experience managing a contract or program of similar size and complexity.
  • Demonstrated ability to manage several complex, time-critical activities simultaneously, including technical or data-processing activities.
  • Experience developing and executing detailed project work plans, schedules, staffing plans, and management reports.
  • Excellent written communication, briefing, facilitation, and customer management skills.

Responsibilities

  • Lead the program from transition and project initiation through delivery, acceptance, and closeout.
  • Develop and maintain the Project Work Plan, milestones, resource and cost information, and burn-line projections.
  • Develop and maintain the integrated schedule, staffing plan, risk register, quality controls, and performance measures.
  • Coordinate multiple complex and time-critical activities involving technical research, data analysis, document development, practitioner engagement, and publication support.
  • Direct the Deputy Program Manager, analysts, quality personnel, technical specialists, and part-time subject matter experts.
  • Anticipate customer needs and translate priorities into clear assignments, milestones, and resource plans.
  • Monitor labor utilization, subcontractor performance, deliverable status, risks, corrective actions, and customer decisions.
  • Lead weekly COR updates and ensure monthly status reports address labor hours by labor category, direct costs, technical progress, schedule status, travel, risks, concerns, and recommendations.
  • Ensure the workforce understands and complies with applicable FEMA and DHS safety, security, facility-access, conduct, records-management, and information-protection requirements.
  • Maintain continuity of operations and provide qualified coverage when personnel are unavailable.
