Responsibilities

• Manage daily execution of technical guidance, analytical products, briefing materials, meeting support, and related deliverables.
• Coordinate the daily production workflow supporting NIC program documents and related artifacts.
• Convert customer priorities into assignments, milestones, review cycles, and staffing requirements.
• Maintain the Project Task Tracker, including task and document status, travel, meetings, issues, recommendations, and monthly updates.
• Coordinate analysts, writers, quality reviewers, and subject matter experts across concurrent products.
• Prepare weekly meeting materials and monthly performance, staffing, schedule, and cost inputs.
• Coordinate preparation of deliverable acceptance forms, weekly COR meeting materials, and monthly status-report inputs.
• Monitor deliverable readiness and prevent late, incomplete, or improperly formatted submissions.
• Serve as acting Program Manager when designated and maintain continuity during absences or surge periods.
• Support in-person and virtual workshops, including planning, facilitation, materials, action tracking, and follow-up.

Deputy Program Manager

Part Time Management DC, US

Salary Range: $50,000.00 To $110,000.00 Annually

Harkcon is seeking a Deputy Program Manager to manage daily operations for an anticipated federal emergency management program. This position will run the technical-document production workflow, coordinate assignments and reviews, and maintain visibility of schedule, quality, staffing, and customer actions.

Security and Suitability: Candidates must be able to obtain and maintain the federal suitability determination, facility access, and system access required for the position.

Location: Work will be performed primarily at FEMA’s National Integration Center offices in Washington, DC, with on-site attendance in accordance with current FEMA policy. Telework may be permitted when approved in advance by the COR.

Key Responsibilities

• Manage daily execution of technical guidance, analytical products, briefing materials, meeting support, and related deliverables.
• Manage the daily production workflow supporting NIMS implementation products, resource typing documents, National Qualification System resource-typing documents, and Position Task Books.
• Convert customer priorities into assignments, milestones, review cycles, and staffing requirements.
• Maintain the Project Task Tracker, including task and document status, travel, meetings, issues, recommendations, and monthly updates for the NIC Program Manager and COR.
• Coordinate analysts, writers, quality reviewers, and subject matter experts across concurrent products.
• Track Government-furnished information, reviewer comments, dependencies, risks, and overdue actions.
• Prepare weekly meeting materials and monthly performance, staffing, schedule, and cost inputs.
• Coordinate preparation of deliverable acceptance forms, weekly COR meeting materials, and monthly status-report inputs.
• Monitor deliverable readiness and prevent late, incomplete, or improperly formatted submissions.
• Serve as acting Program Manager when designated and maintain continuity during absences or surge periods.
• Support in-person and virtual workshops, including planning, facilitation, materials, action tracking, and follow-up.

Required Qualifications

• Bachelor's degree from an accredited institution.
• At least three years of recent experience, since 2017, managing a contract of similar size and scope.
• Demonstrated ability to support multiple complex, time-critical activities, including technical or data-processing work.
• Experience managing schedules, document workflows, action items, risks, and customer reporting.
• Excellent written and oral communication skills.
• Strong organizational skills and careful attention to version control and deadlines.

Preferred Qualifications

• Project Management Professional certification or an advanced degree.
• Federal emergency management, preparedness, public safety, or incident management experience.
• Experience managing technical publications, doctrine, standards, or policy-production workflow.
• Experience with Microsoft Project, SharePoint, Teams, and structured task-management tools.
• Current or recent favorable federal suitability determination.

Additional Details / Conditions of Employment

• This is a part-time position. Candidate must be able to maintain continuity and availability throughout the period of performance.
• U.S. citizenship and age 18 or older are required.
• Candidates must be able to obtain and maintain the federal suitability determination, facility access, and system access required for the position.
• Candidates must have resided in the United States for at least three of the past five years, subject to applicable federal exceptions.
• Work will be performed primarily at FEMA’s National Integration Center offices in Washington, DC, with on-site attendance in accordance with current FEMA policy. Telework may be permitted when approved in advance by the COR.
• Occasional travel and work outside normal business hours may be required for workshops, meetings, or time-sensitive deliverables.
• Employment is contingent upon contract award, funding, customer approval when required, and successful completion of Harkcon's hiring process.
