Job summary

Harkcon Inc. seeks a part-time Program Manager to lead an anticipated federal program supporting emergency management, national preparedness, and high-volume document development.

The role will coordinate across technical research, data analysis, and practitioner engagement at FEMA’s National Integration Center in Washington, DC, with on-site work and potential telework as allowed. Qualifications

• Bachelor's degree from an accredited institution.
• At least five years of recent experience managing a contract or program of similar size and complexity.
• Demonstrated ability to manage several complex, time-critical activities simultaneously, including technical or data-processing activities.
• Experience developing and executing detailed project work plans, schedules, staffing plans, and management reports.
• Excellent written communication, briefing, facilitation, and customer management skills.

Responsibilities

• Lead the program from transition and project initiation through delivery, acceptance, and closeout.
• Develop and maintain the Project Work Plan, milestones, resource and cost information, and burn-line projections.
• Develop and maintain the integrated schedule, staffing plan, risk register, quality controls, and performance measures.
• Coordinate multiple complex and time-critical activities involving technical research, data analysis, document development, practitioner engagement, and publication support.
• Direct the Deputy Program Manager, analysts, quality personnel, technical specialists, and part-time subject matter experts.
• Anticipate customer needs and translate priorities into clear assignments, milestones, and resource plans.
• Monitor labor utilization, subcontractor performance, deliverable status, risks, corrective actions, and customer decisions.
• Lead weekly COR updates and ensure monthly status reports address labor hours by labor category, direct costs, technical progress, schedule status, travel, risks, concerns, and recommendations.
• Ensure the workforce understands and complies with applicable FEMA and DHS safety, security, facility-access, conduct, records-management, and information-protection requirements.
• Maintain continuity of operations and provide qualified coverage when personnel are unavailable.

Salary Range: $85,000.00 To $140,000.00 Annually

Harkcon is seeking a Program Manager to lead an anticipated federal program supporting emergency management, national preparedness, technical guidance, stakeholder engagement, and high-volume document development. The Program Manager will represent Harkcon to the customer, establish the management framework, and remain accountable for quality, schedule, staffing, risk, and contract performance.

Security and Suitability: Candidates must be able to obtain and maintain the federal suitability determination, facility access, and system access required for the position.

Location: Work will be performed primarily at FEMA’s National Integration Center offices in Washington, DC, with on-site attendance in accordance with current FEMA policy. Telework may be permitted when approved in advance by the COR.

Key Responsibilities

Preferred Qualifications

• Project Management Professional certification or an advanced degree.
• Experience supporting federal emergency management, national preparedness, incident management, or public safety programs.
• Experience managing high‑volume technical guidance, standards, doctrine, qualification products, or publications.
• Current or recent favorable federal suitability determination.

Additional Details / Conditions of Employment

• This is a part‑time position. Candidate must be able to maintain continuity and availability throughout the period of performance.
• U.S. citizenship and age 18 or older are required.
• Candidates must be able to obtain and maintain the federal suitability determination, facility access, and system access required for the position.
• Candidates must have resided in the United States for at least three of the past five years, subject to applicable federal exceptions.
• Work will be performed primarily at FEMA’s National Integration Center offices in Washington, DC, with on‑site attendance in accordance with current FEMA policy. Telework may be permitted when approved in advance by the COR.
• Occasional travel and work outside normal business hours may be required for workshops, meetings, or time‑sensitive deliverables.
• Employment is contingent upon contract award, funding, customer approval when required, and successful completion of Harkcon's hiring process.
