Job summary

2ndWave LLC seeks a Subject Matter Expert (SME) Program Manager to lead the VER program in support of a federal contract in the Washington, DC metro area. The role includes managing finances, staffing, and agile implementation across cross-functional teams while serving as the main liaison with USCIS and the Contracting Officer.

The candidate should bring a Master’s degree and 10+ years of program management experience, including federal immigration programs, plus relevant certifications such as

Qualifications

• Master's degree in Business Administration, Public Administration, Information Technology, or related field.
• 10+ years of progressive program and project management experience, including 5+ years managing large federal programs with immigration focus.
• One of PMP, PgMP, Agile, or SAFe (or similar) certification preferred.

Responsibilities

• Lead and manage VER program financials, staffing, and performance against objectives.
• Serve as primary contact for USCIS customer and Contracting Officer as needed.
• Establish governance artifacts (RACI charts, charters, gate reviews) for oversight.
• Develop and implement data-driven strategies to improve operational efficiency and KPIs.
• Provide governance support through monthly health assessments and risk mitigation.
