Job summary

ASI Government is seeking professionals to support NAVSUP with OT/CSO capability development. The role focuses on creating governance, policy, and training tools for enterprise-wide acquisition flexibility, requiring travel between NAVSUP HQ and Mechanicsburg, PA as needed.

Active Secret clearance is required. Based near Philadelphia with willingness to travel, you will partner with policy, legal, and leadership teams to build a sustainable OT/CSO program that improves government performance.

Qualifications

• Experience as an OT and/or CSO practitioner with understanding from requirement through award.
• Experience developing policy, guidelines, templates, or governance frameworks within a federal acquisition organization.
• Familiarity with the Agreements Officer warranting/qualification process.
• Strong stakeholder management across policy, legal, finance, and senior leadership.
• Active Secret clearance at time of hire.
• Based in or within commuting distance of the Philadelphia, PA metro area with willingness to travel to NAVSUP HQ in Mechanicsburg, PA.

Responsibilities

• Establish a documented process for qualifying, appointing, and warranting Agreements Officers.
• Help NAVSUP develop OT/CSO guidelines, templates, guides, handbooks, and decision tools.
• Partner with policy, legal, finance, and NAVSUP leadership to build institutional support for OT/CSO use.
• Define review pathways, approval processes, delegations of authority, and governance structures.
• Coordinate with WarAU to identify or develop training for the OT/CSO workforce.
• Support development of NAVSUP’s OT/CSO education program with the Education SME.
