Job summary

Tyler Technologies Federal Team is seeking an experienced Project Manager / Scrum Master to support delivery, enhancement, operation, and maintenance of mission-critical systems for the Library of Congress. The role combines disciplined project management with practical, collaborative Agile delivery.

This individual will manage project commitments, facilitate Agile teams, coordinate with federal stakeholders, address delivery obstacles, and help drive work toward successful completion.

Qualifications

• Bachelor’s degree in a related field or equivalent professional experience.
• Minimum five years of experience managing software development, modernization, operations and maintenance IT projects.
• Experience with Agile project management methodologies and cross-functional software delivery teams.
• Experience managing schedules, risks, issues, dependencies, changes, deliverables, and stakeholder communications.
• Knowledge of SDLC, QA, DevSecOps, CI/CD, release management, and production support.
• Proficiency with Jira/Confluence or similar tools.
• Strong written, verbal, and interpersonal communication skills.

Responsibilities

• Manage project scope, schedules, milestones, dependencies, risks, issues, assumptions, and delivery commitments.
• Develop and maintain project management artifacts (schedules, risk/issue registers, logs, status reports, release plans).
• Monitor performance and communicate concerns to leadership.
• Coordinate across development, architecture, QA, DevSecOps, security, operations, and subcontractors.
• Identify variances and lead corrective actions and recovery plans.
• Manage changes per contract procedures.
• Support multiple concurrent enhancement, maintenance, and modernization efforts.
