Description
Tyler Technologies Federal Team is seeking an experienced and motivated Project Manager / Scrum Master to support the delivery, enhancement, operation, and maintenance of mission-critical systems for the Library of Congress.
The successful candidate will combine disciplined project management with a practical, collaborative approach to Agile delivery. This individual will manage project commitments, facilitate Agile teams, coordinate with federal stakeholders, address delivery obstacles, and help drive work toward successful completion.
The position requires strong project management, communication, facilitation, and organizational skills, along with familiarity with business analysis and software development practices. The Project Manager / Scrum Master will work closely with clients, company leadership, Product Owners, Business Analysts, developers, quality assurance personnel, DevSecOps engineers, security specialists, operations teams and subcontractors.
Experience managing federal IT contracts, production systems and Agile software development projects is strongly preferred.
Responsibilities
- Manage project scope, schedules, milestones, dependencies, risks, issues, assumptions, and delivery commitments.
- Develop and maintain project management artifacts, including integrated schedules, risk and issue registers, decision logs, status reports, action‑item logs, release plans and other contractual deliverables.
- Monitor project performance and communicate schedule, scope, quality, staffing and financial concerns to company and client leadership.
- Coordinate work across development, architecture, quality assurance, DevSecOps, security, operations, subcontractor and federal stakeholder teams.
- Identify variances from approved plans and lead the development of corrective actions and recovery plans.
- Manage changes in accordance with contractual and organizational change‑control procedures.
- Support the management of multiple concurrent enhancement, maintenance, and modernization efforts.
Qualifications
- Bachelor’s degree in Project Management, Business, Information Systems, Computer Science, Management or a related field or equivalent relevant professional experience.
- Minimum of five years of experience managing software development, modernization, operations and maintenance or other IT projects involving teams of five or more individuals.
- Demonstrated experience using Agile project management methodologies and supporting cross‑functional software delivery teams.
- Experience managing project schedules, risks, issues, dependencies, changes, deliverables and stakeholder communications.
- Working knowledge of the software development lifecycle, quality assurance, DevSecOps, continuous integration and continuous delivery, release management and production support.
- Experience using Jira, Confluence or comparable project management and collaboration tools.
- Proficiency with Microsoft Office applications including Word, Excel, PowerPoint Outlook and Teams.
- Excellent written, verbal, facilitation, presentation and interpersonal communication skills.
- Ability to pass a thorough background screening.
Additional Duties
- Facilitate Agile ceremonies, including Sprint Planning, Daily Scrums, backlog refinement, Sprint Reviews, Sprint Retrospectives, and other team working sessions.
- Partner with Product Owners, Business Analysts, federal stakeholders, and technical teams to develop and maintain clear user stories, acceptance criteria, priorities, and delivery goals.
- Identify, track, escalated and help resolve impediments affecting project or team delivery.
- Promote team alignment accountability transparency and continuous improvement.
- Use appropriate Agile delivery measures to support forecasting, identify trends, and improve team performance and delivery predictability.
- Facilitate requirements‑gathering sessions, stakeholder interviews, workflow discussions and project‑planning meetings.
- Ensure project requirements, decisions, action items, changes and acceptance outcomes are documented and communicated.
- Translate technical information for business stakeholders and communicate business needs clearly to technical team members.
- Coordinate release planning and production‑readiness activities across development, quality assurance, DevSecOps, security, operations and client stakeholders.
- Confirm that testing, approvals, documentation, communications, deployment plans and rollback procedures are completed before production releases.
- Participate in occasional evening or weekend deployments, maintenance activities and production‑support events.
- Work with development and quality assurance teams to ensure requirements and acceptance criteria are understood testable and aligned with project objectives.
- Support user acceptance testing release verification training operational transition and knowledge‑transfer activities as needed.
- Coordinate project activities supporting the Risk Management Framework Authority to Operate processes, security assessments, remediation efforts and continuous monitoring.
- Track security, accessibility, privacy, and compliance‑related dependencies and corrective actions in coordination with the appropriate subject‑matter experts.
- Ensure project, requirements, release, testing and operational documentation is complete, current, appropriately reviewed and traceable.
- Drive project issues and decisions to resolution and escape concerns when necessary.
- Perform other duties as assigned.
Preferred Qualifications And Skills
- Experience supporting federal agencies, federal IT contracts, task orders, government project managers or Contracting Officer’s Representatives.
- Experience supporting the Library of Congress, U.S. Copyright Office, another legislative‑branch organization or a comparable federal customer.
- Experience managing public‑facing digital services, electronic filing systems, case‑management systems, document‑management systems, workflow applications or other mission‑critical software.
- Experience supporting production applications with service‑level agreements maintenance windows incident‑management processes and formal release controls.
- Familiarity with cloud‑hosted applications APIs identity‑management services payment integrations automated testing and continuous integration and delivery tools.
- Familiarity with FISMA NIST security controls, the Risk Management Framework Authority to Operate activities and federal continuous‑monitoring requirements.
- Familiarity with Section 508 accessibility requirements and Web Content Accessibility Guidelines.
- Strong leadership, organizational prioritization, analytical risk‑management and decision‑making skills.
- Strong business‑analysis skills and the ability to assist with requirements workflows user stories and acceptance criteria when needed.
- Ability to manage multiple priorities accurately and independently in a collaborative delivery‑focused environment.
- Ability to establish productive working relationships with clients, team members, company leadership, subcontractors and other stakeholders.
- Ability to navigate changing priorities competing stakeholder needs and complex project dependencies.
- Ability to identify and recommend improvements to delivery processes team practices and operational efficiency.
- Self‑motivated and able to work effectively with minimal supervision.
- Relevant professional certifications are preferred such as Certified ScrumMaster, Professional Scrum Master, Project Management Professional, PMI Agile Certified Practitioner or SAFe Scrum Master.
- Some work‑related travel may be required.
