Job summary

The Washington State Department of Commerce seeks a Federal and Special Initiatives Investment Lead to advance HOME, NHTF, and special initiatives within the Housing Division’s Multifamily Housing Unit. You will craft guidelines, oversee underwriting, and coordinate with local governments, tribes, and partners to allocate funds equitably.

You will supervise staff, engage stakeholders, and present to HUD and legislative bodies, ensuring compliance with federal and state rules while driving

Qualifications

• Eight years of combined experience and/or education in community, trade or economic development.
• Experience underwriting and financing of affordable housing transactions.
• Strong knowledge of state and federal housing program regulations.

Responsibilities

• Establish and implement procedures for competitive loan and grant processes for affordable housing.
• Write and publish Notices of Funding Availability (NOFAs) in accordance with federal and state requirements.
• Develop and maintain federal-program application forms and lead the application review process for HOME, NHTF and Special Initiatives.
• Collaborate with state counterparts to maximize statewide fund utilization and impact.
• Lead public hearings and solicit public input in compliance with regulations.
• Provide expert technical assistance on program and contractual requirements to fund recipients.
