Qualifications

• Experience generating/developing cost allocation plans.
• Experience with data analysis and financial modeling.
• Experience supporting federal grant programs or government financial operations.
• Understanding of 2 CFR Part 200 and 45 CFR Part 95.
• Experience analyzing cost pools, allocation bases, shared costs, and financial impacts.
• Ability to translate complex data into clear documentation.
• Strong written and verbal communication skills.

Responsibilities

• Analyze current administrative cost structures, funding sources, cost pools, allocation bases, and cost-coding processes.
• Develop and document cost allocation methodologies for federally funded programs.
• Develop and maintain allocation matrices, formulas, and financial models supporting federal/state cost allocation.
• Analyze personnel, IT, fiscal, policy, management, and shared administrative costs and determine allocation approaches.
• Assess impact of current vs proposed allocation methodologies on federal/state funding.
• Prepare PACAP documentation, schedules, and supporting analyses.
• Analyze timecoding, cost-capture, reporting, and financial system requirements for the approved methodology.
• Support federal claiming optimization while maintaining compliance.
• Prepare analytical reports and materials for Louisiana Works leadership and federal review.
• Participate in working sessions to validate data, assumptions, and methodologies.
