Qualifications

• Experience in cost allocation plan generation and development.
• Experience with data analysis and financial modeling.
• Experience supporting government/federal grant programs.
• Strong knowledge of 2 CFR Part 200 and 45 CFR Part 95.
• Experience developing cost pools, allocation bases, formulas, and models.
• Experience working with multiple stakeholders and translating requirements into methodologies.
• Strong project coordination, analytical, documentation, and communication skills.

Responsibilities

• Lead or support the analysis and development of administrative cost allocation methodologies.
• Review funding structures, cost pools, allocation bases, time-coding processes, and administrative claiming practices.
• Coordinate with fiscal, program, IT, and management stakeholders to understand requirements and validate methodologies.
• Develop and review cost allocation formulas, allocation matrices, financial models, and reporting structures.
• Analyze current and proposed allocation methodologies and quantify federal/state financial impacts.
• Support development/review of PACAPs and related submission documentation.
• Assist federal claiming optimization by identifying allowable costs and opportunities to maximize reimbursement.
• Provide guidance on reporting, coding, time reporting, and financial system requirements.
• Coordinate project activities, deliverables, timelines, and dependencies.
• Support implementation planning and transition of methodologies into operations.
• Participate in federal review discussions and respond to federal questions.
• Review/update methodologies and documentation based on feedback.
• Prepare executive-level summaries, reports, and recommendations for leadership.
