Job summary

QuantumScape Corporation seeks a Director/Senior Director of Federal Government Affairs to own the full portfolio across DOE, DOC, DOD, and Congress from Washington, DC. You will coordinate with Hill staff, regulators, and internal teams to secure funding and shape policy relevant to next-generation battery tech.

You will manage outside consultants, drive grant opportunities, and coordinate with Investor Relations and Legal, reporting to the CFO on cadence and strategy.

Qualifications

• 10+ years of federal government relations experience; bachelor's degree required, advanced degree preferred
• Proven track record securing government funding for a commercial technology company
• Technical fluency in battery, energy storage, or related deep-tech program work
• Ability to operate with fair autonomy in front of government counterparts
• Direct DOD funding and defense-sector experience

Responsibilities

• Set overall federal government affairs strategy across DOE, DOC, DOD, and Congress
• Track and apply for grant and OTA funding opportunities at DOE, DARPA, DIU, and DPA Title III
• Own the competitive proposal process end to end with internal technical/BD leads
• Apply for factory-scale capital from DOE, DOC, and DOD (including OSC) for eligible projects
• Run the programmatic addition track: NDAA language, critical-technology designation, and budget line appropriations
• Build and maintain the relationship map across HASC/SASC, House/Senate Defense Appropriations, NSC staff
• Influence DOE/DOC/DOD battery strategy and engage the White House on policy positioning
• Attend and coordinate QuantumScape's participation in standards bodies
• Lead advocacy for non-China content in US government battery purchasing and tax policy
• Direct QuantumScape's portfolio of outside firms
• Report to the CFO on a regular cadence and maintain a documented protocol with Investor Relations and Legal
