Job summary

LAUKOA is seeking a Facilities Project Development Specialist to support the US Army Reserve 99th Readiness Division’s Directorate of Public Works at Fort Totten, NY. The role focuses on developing project packages for a regional portfolio of facilities, including modernization, restoration and maintenance, with site visits and cost estimating responsibilities.

The candidate will prepare Specifications of Work, cost estimates, narratives, and supporting documentation, while ensuring compliance

Qualifications

• Minimum of three years of experience in facilities project development, construction estimating, or related fields.
• Experience developing or reviewing technical project documents including cost estimates and Specifications of Work.
• Experience with RSMeans/Gordian or comparable construction cost data sources.
• Intermediate proficiency with Microsoft Office (Word, Excel, Outlook, PowerPoint, Access).
• Valid driver's license and ability to operate a Government provided vehicle for travel.
• Excellent written, verbal, and interpersonal communication skills.
• Ability to obtain and maintain a background investigation for access to Government facilities.

Responsibilities

• Collaborate with Area and Regional Facilities Operations Specialists to plan, develop, maintain, and update technical project documentation.
• Develop complete project packages for modernization, restoration, maintenance, repair, and sustainment needs.
• Prepare clear Specifications of Work, cost estimates, material takeoffs, and project narratives.
• Review project packages for technical accuracy and compliance with USACE and Army contracting requirements.
• Incorporate energy efficiency considerations into project development and design recommendations.
• Support annual Work Plan and Five Year Plan development and implementation.
• Conduct facility site visits to validate requirements and gather field information.
