Concept Plus, LLC is seeking a Vice President of Business Development to lead Federal Civilian Accounts, shaping growth strategy and overseeing capture from identification to award. You will build relationships with senior FedCiv decision-makers and partner with primes to drive mission-critical modernization.

The role requires strategic leadership, deep FedCiv expertise, and a hands-on, travel-ready approach to win multi-million-dollar contracts and expand key accounts across agencies such as

Qualifications

• 10+ years in business development & capture, with FedCiv agency exposure.
• Proven win record on multi-million-dollar federal contracts.
• Deep relationships within FedCiv agencies (DOT, FAA, DOE) preferred.
• Expertise in full-lifecycle capture, proposals, and positioning.
• Ability to translate client needs into service offerings from analytics to infra.
• Strong leadership, communication, and advisory skills; willing to travel up to 20%.

Responsibilities

• Develop and execute a national growth and capture strategy for FedCiv.
• Lead full lifecycle opportunity management from ID to capture.
• Drive growth via targeted capture, recompetes, and expansion in key accounts.
• Position offerings in data analytics, AI/ML, cloud, and digital modernization.
• Engage with DOE labs leadership to expand partnerships and modernization.
