Job summary

Tyler Technologies Federal Team in Arlington, VA seeks an experienced Project Manager / Scrum Master to drive agile delivery for mission-critical Library of Congress systems. You will manage scope, schedules, risks, and stakeholder communications while coaching teams through agile ceremonies.

Qualifications

• Bachelor's degree in Project Management, Information Systems, Business, or related field or equivalent experience.
• Minimum 5 years managing software development, modernization, or IT projects with teams of 5+.
• Proven experience with Agile project management and cross-functional software delivery teams.
• Experience managing schedules, risks, issues, dependencies, changes, deliverables, and stakeholder communications.
• Working knowledge of SDLC, QA, DevSecOps, CI/CD, release management, and production support.
• Experience using Jira, Confluence, or comparable tools.
• Proficiency with Word, Excel, PowerPoint, Outlook, and Teams.
• Excellent written, verbal, facilitation, and interpersonal skills.
• Ability to pass background screening.

Responsibilities

• Manage project scope, schedules, milestones, dependencies, risks, issues, assumptions, and delivery commitments.
• Develop and maintain PM artifacts: integrated schedules, risk registers, issue logs, decision logs, status reports, action-item logs, release plans.
• Monitor performance and communicate schedule, scope, quality, staffing, and financial concerns.
• Coordinate work across development, architecture, QA, DevSecOps, security, operations, subcontractors, and stakeholders.
• Identify variances and lead corrective actions and recovery plans.
• Manage changes per contractual and organizational change-control procedures.
• Support multiple concurrent enhancement, maintenance, and modernization efforts.
