Job summary

Flatter, Inc is seeking an Acquisition & Requirements Specialist to support CBP's Office of Trade. The role partners with business stakeholders, end users, and leadership to define, analyze, and manage operational and business functional requirements for a major IT modernization program.

Responsibilities include leading workshops, documenting requirements, maintaining traceability, and supporting acquisition documentation such as the CORD.

Qualifications

• ACTIVE and MAINTAINED CBP PUBLIC TRUST.
• Bachelor's degree is required.
• Minimum 3 years of requirements development/acquisition support experience.
• Experience gathering, analyzing, and documenting requirements from business stakeholders.
• Experience facilitating requirements workshops and stakeholder meetings.
• Experience developing operational and business functional requirements documentation.

Responsibilities

• Lead and facilitate requirements workshops, interviews, and sessions with stakeholders to identify, analyze, and document requirements.
• Analyze processes, workflows, and user needs to develop clear, testable, and traceable requirements.
• Develop and maintain requirements artifacts and matrices.
• Support the Consolidated Operational Requirements Document (CORD) and related program artifacts.
• Align requirements with mission objectives and modernization goals.
• Collaborate with program teams to verify requirements are implemented correctly.
• Perform requirements analysis, prioritization, validation, and impact assessments.
• Review and validate requirements with stakeholders for completeness and alignment.
• Prepare findings and recommendations for leadership.
