Job summary

NYC Department of Social Services is recruiting for an Associate Benefits Opportunity Specialist to resolve adverse case actions affecting CA, SNAP, and Medicaid benefits. You will conduct conferences with clients, review case databases, and prepare evidence packets for Office of Administrative Hearings.

You will explain the fair hearing process, handle inquiries, and ensure timely action while staying current with agency policies and procedures.

Qualifications

• Four-year high school diploma or equivalent with 3 years of full-time experience in social/human services or related setting.
• Bachelor's degree plus 18 months of full-time, satisfactory experience as Benefits Opportunity Specialist.
• College credits from an accredited institution may substitute for work experience (60 credits per 9 months).
• Civil service eligibility as described above.

Responsibilities

• Work with Cash Assistance recipients to review and resolve case actions for CA, SNAP, and Medicaid.
• Conduct in-person or telephone conferences and review databases to verify actions.
• Explain Fair Hearing process and client rights to appeal to the NYS Fair Hearing Division.
• Prepare electronic Fair Hearing evidence packets for OAH presentations.
• Review Pre-Hearing Disposition stipulations and follow up actions.
• Monitor system queues and coordinate with supervisor on workload and policy updates.
• Serve as the service representative for client complaints and coordinate referrals as needed.
• Respond to inquiries from outside agencies and officials regarding fair hearing activities.
• Provide emergency coverage at other regional locations when required.
